Responsibilities/Qualification

Summary

As the organizational expert in the test engineering field, designs and develops highly complex engineering standards and tests to evaluate the function of products and systems. Develops and implements procedures for product testing, reviews and evaluates test results, and recommends production or design changes to ensure quality and performance standards.

Responsibilities

Lead, plan, develop, coordinate, and implement the Test and Evaluation Master Plan (TEMP) for a Navy autonomous prototype technology advancement program. Manage T&E spending to the budget.

Correlate the ship specifications with the design and the TEMP into the Requirements and Test Traceability Matrix.

Participate in the Integrated Project Team (IPT) and lead actions associated with the ship test program. Assign tasks to ship test team members to support IPT objectives.

Keeps abreast of state-of-the-art developments in the field and conducts briefings to communicate information relevant to the contract.

Defines documents, analyzes, performs, and interprets highly complex developmental tests for new and/or modified products or product components.

Acts as liaison with outside suppliers in establishing or modifying specifications for purchased items.

Develops testing procedures for parts or subassemblies received from outside vendors.

Coordinate the development and review of test plans, test schedules, test execution plans. Observe testing and ensure test results are recorded accurately.

Coordinate the development of test execution, Test Readiness Reviews, and the required documentation to recommend test readiness.

Define, document, analyze, perform, and interpret tests for new and/or modified products or product components. Evaluate progress and results of project and recommend new methods to improve project design, procedures and performance.

Prepare and assist others in the development of formal briefings, status reports, letters, technical memoranda, contact reports, technical analyses or other outputs needed.

May author white papers, journal articles, texts and other publications.

Leads technical discussions at project review sessions and in negotiations with customers.

Interacts with sponsors, government officials and recognized experts in the engineering field.

Provides leadership in professional societies and may represent the company at conferences and technical forums.

Provide work leadership to less experienced Test Engineers.

Performs additional duties and responsibilities as assigned.

EDUCATION AND QUALIFICATIONS

Bachelor’s degree in engineering or a related scientific discipline plus at least 8 years of directly related experience or a Master’s degree and 6 years of experience.

Project management experience.

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by 
market survey data.

Prior experience with DoD, preferably Navy and USV (Unmanned Surface Vehicles) desired.

Strong background in all major engineering fields-mechanical, electrical, software.

Test and Evaluation of complex integrated multifunctional systems experience.

Test plan design and development experience including objectives, measurements and analysis.

Experience designing data collection systems to support T&E.

Experience conducting T&E of R&D and prototype systems.

Time management experience involving individual physical and virtual test teams

Strong analytical skills and attention to detail.

Excellent communication, presentation and interpersonal skills.

Must be proficient with Microsoft Office suite of programs, MS Word, Excel and PowerPoint.

Must be US Citizen.

Secret clearance is required.

Knowledge of the principles, practices, and procedures used in test engineering.
