Responsibilities/Qualification

Position Summary:
Develops and implements policies, guidelines, and procedures to ensure effective and economical support for SONAR equipment for a major new construction submarine acquisition program and installation of updated equipment to existing submarines. Provide readiness & fleet support process integration teams (PITs), and management and technical support to the Logistics Element Manager (LEM). Includes the gathering and analysis of information on product plans and project objectives, providing tracking and status reports, spares budgeting, and support for ensuring distribution and delivery commitments.

Duties and Responsibilities:
Supply Readiness:  The planned effort focuses on tracking the submarine SONAR provisioning efforts, improving methods and timing for delivery of the Coordinated Shipboard Allowance List (COSAL) and associated products, continued tracking and monitoring of stowage design requirements while maintaining a close linkage with the provisioning process output, and providing assistance in executing the Outfitting process and monitoring Outfitting efforts.  Support services shall include requirements document research, analyses, report generation, general administrative support and coordination of the Supply Readiness effort.  Provide contractor technical support services to assist overall Supply Readiness services.  These support services shall include:

(1)  Supply and Stowage Support:

(a)  Execution of the new construction submarines Supply Readiness program, including the coordination, review and drafting of responses for both prime contractor and government support activities deliverables.
(b)  Maintain Supply Support program related metrics used to monitor Supply Support effectiveness and identify potential program risks.
(c)  Participate in and provide support for Supply Readiness PIT Meetings and Reviews including conducting research and drafting responses to Supply Support issues as they arise.  These issues may include specific concerns that impact either the material Provisioning, Procurement, Outfitting or Stowage process areas or a combination of all.
(d)  Resolve questions from the fleet and Alteration Installation Teams (AIT).
(e)  Analyze provisioning adequacy
(f)   Monitor SONAR provisioning package (GFE and CFE) progress through the Interactive Computer Aided Provisioning System (ICAPS) and identify packages showing inadequate progress. Take all necessary actions to expedite completion of these packages. 
(h)  Assist with the ongoing development and refinement of Supply Support strategies required to support the Commercial Off-The-Shelf (COTS) applications utilized on Submarines
(i)  Monitor and track supply products, to include the delivery of Installation and Checkout (I&C) Spares, Maintenance Assistance Modules (MAMs), On Board Repair Parts (OBRPs), and Depot Level sparing support as well as the completion of and Program Support Data requirements..
(j)  Provide assistance to the LEM on identification and sparing of Readiness Based Sparing (RBS) candidates, including conduction research and analyzing reports on RBS modeling predictions.
(k)  Assist in the determination of sparing levels for items identified as obsolescence candidates.
(l)  Support Supply Readiness Logistics inputs to the POM and Program Review processes, Issue Paper development, brief preparation and other financial planning requirements.
(m)  Monitor stowage related issues and coordinate with the Alterations Manager when Equipment Configuration changes may impact the Stowage Management Plan

(2)  Packaging, Handling, Storage and Transportation (PHS&T):  The planned effort focuses on the identification and resolution of unique PHS&T problems, including environmental requirements.  Support services shall include requirements document research, analyses, reports generation, general administrative support and coordination with the Supply Support effort.  Provide contractor technical support services to assist overall PHS&T efforts.

Qualifications:

Bachelor’s degree and at least 2 years of directly related experience required.  (In some cases, educational requirements may be adjusted or waived for comparable work experience.)

Must have an ACTIVE SECRET-level Security Clearance.

Experience in DoD 5000 series requirements, project management (including use of project scheduling techniques), metrics interpretation skills, and an understanding of program interdependencies is a plus.

Submarine experience and military service is a plus. 

Defense Acquisition Workforce Improvement Act (DAWIA) certifications in Program Management or Acquisition Logistics are a plus. 
 
Knowledge, Skills, Abilities:
Knowledge of government or other contracting environment relating to technical, scientific, financial and analytical services.

Strong organizational skills and attention to detail.

Excellent interpersonal skills with outstanding written and oral skills, with particular experience in technical writing and developing Logistics Planning documents.

Capability to work with the Program Office to facilitate Logistics Planning task accomplishment within the various Integrated Product and Process Development Teams and Working Groups.

PC skills in MS Word, Excel, and PowerPoint.
