Job Description



Responsibilities/Qualification

Provides guidance recommendations to commercial and government senior level staff.    

Work on various aspects of material movement in an effort to optimize the timely movement of material and realize cost avoidances. 

Participates in the Lean Six Sigma process analysis groups and other management process review programs as assigned. 

Develops short-range and long-range distribution planning with the goal of maintaining the highest state of Fleet readiness consistent with distribution resources. 

Coordinates across Service lines, with DoD activities worldwide, and with activities outside the DoD jurisdiction.  

Candidate must work closely with command organization.

  Assesses and recommends the feasibility of proposed approaches to solve highly complex problems. 

Prepares and presents reports, studies, cost analyses, and briefings to staff and customers as needed.

Identifies and resolves highly complex logistics issues.

Candidate will be part of a team providing Naval Logistics Integration support to the USCG Directorate of Logistics, Strategic Mobility Office, working in the downtown Norfolk USCG offices.



Qualifications

Education and Experience;
Bachelor's degree in related discipline plus at least 8 years of directly related experience or a Master's degree and 6 years of experience. (In applicable circumstances, education and or experience requirements may be decreased or waived if the individual has an extraordinary educational background or uniquely applicable experience or highly specialized knowledge.)

Navy, USMC, Army or USCG mobility experience or experience as contractor supporting Strategic Mobility programs for Navy, USMC, Army or USCG.

Current Secret security clearance.

Knowledge, Skills, Abilities:
Excellent communication, interpersonal and presentation skills. 

Proficiency in Microsoft applications. 

Strategic Mobility concepts, policies and procedures experience, including the myriad of DoD transportation conveyances (e.g., Channel, WWX, IHX, etc.). 

Knowledge of Mobility/Transportation concepts, policies and procedures for all modes of transportation (airlift, sealift, overland, rail, etc.) across the Joint Deployment and Distribution Enterprise (JDDE).

Desired Qualifications:
Functional experience and working knowledge of:
- Navy, USMC or Army Logistics and Unit Movement Experience
- DoD Transportation and stowage of hazardous materials experience
- DoD logistics policies and procedures
- Major staff experience
- Opportune Lift, Combat Cargo, or Strategic Mobility experience
- Navy afloat supply procedures and systems experience a plus
- Unit level systems (TC-AIMS II and/or MDSS II)
- Joint load planning systems (ICODES)
- Joint operational planning systems (JFRG II, JOPES, and GCCS)
- Transportation and stowage of hazardous materials
- Understand data exchange requirements and process used between deployment execution systems and the in-transit visibility enabling systems (IGC, GATES, SMS, etc.).

Skill in coordinating and spearheading extensive and long-term projects in assigned areas of responsibility.  Projects are characterized by high visibility, unusual urgency, or program complexity.  Incumbent must be conversant in DoD supply and transportation practices.  Ability to establish and maintain effective relationships with customers, information sources and project team members.    Ability to communicate effectively both orally and in writing.  Must be able to effectively explain, persuade, defend, negotiate and/or present concepts, ideas and methodologies before senior management.
