Job Description



Under general supervision, provides services to PMS385 for performance of ILS Management.  This may include: Acquisition Logistics Planning, Integrated Logistics Assessment (ILA) (all ILS elements), Fleet Introduction, Manpower, Personnel, and Training Systems, Configuration and Data Management, Technical Documentation, Provisioning, Logistics Engineering, Systems Design Support, Reliability, Maintainability, Availability, Logistics Support Analysis and Level of Repair Analysis, Human Factors, Standardization, Environmental Safety and Occupational Health, Government Furnished Equipment (GFE) management, Information management and ILS special studies.

Additional Responsibilities include:

  • Analyzes moderately complex contractual documents, technical data, customer usage data, customer maintenance practices, customer operation characteristics, and related reports to determine requirements.
  • Develops logistics plans for facilities, personnel, equipment, spares and maintenance. Assists in the development of policies, guidelines, and procedures to ensure quality and cost control.
  • Assesses and recommends the feasibility of proposed approaches to solve moderately complex problems.
  • Prepares and presents reports, studies, cost analyses, and briefings to staff and customers as needed.
  • Participates in technical discussions at project review sessions and in negotiations with the customer.
  • Researches logistics technology advances and applies appropriate technology in order to improve logistics processes.
  • Identifies and resolves logistics issues.
  • Performs additional duties and responsibilities as assigned.

Required Education and Experience:

  • Bachelor’s degree Business Administration, Finance or a related discipline plus at least 2 years of directly related experience.
  • In some cases, educational requirements may be adjusted or waived for comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Excellent communication, interpersonal and presentation skills.
  • Though this work is normally in an office environment, work may occur within an industrial field office, outdoors and/or aboard ship while the ship is undergoing construction, alteration, activation, overhaul, repair and/or underway trials.  Walking and climbing throughout the ship, in order to accomplish ship checks, will be required.  Exposure to high noise levels, uncomfortable temperatures, heights or other industrial safety conditions will require use of personal protective clothing and equipment.
  • Must be able to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools (Word, Excel, PowerPoint, Outlook E-mail, Access and Project), Adobe Acrobat, and Windows Explorer.
  • A SECRET security clearance will be required after employment.

Desired Skills and Experience:

  • Experience with Configuration Data Manager’s Database-Open Architecture (CDMD-OA), Navy Maintenance Database (NMD), and other ILS databases is highly desired.
  • Defense Acquisition Workforce Improvement Act of 1990 (DAWIA) Certification is a plus.
  • PMP certification a plus.
  • U.S. Navy or U.S. Coast Guard ship construction or ship repair experience is ideal.
