Responsibilities/Qualification

 

Duties and Responsibilities:

Develops and implements policies, guidelines, and procedures to ensure effective and economical support for SONAR equipment for a major new construction submarine acquisition program and installation of updated equipment to existing submarines. Provide readiness & fleet support process Integration teams (IPTs), and management and technical support to the Logistics Element Manager (LEM).

Assesses and recommends the feasibility of proposed approaches to solve difficult problems.

Researches state of the art logistics technology advances and applies appropriate technology in order to improve logistics processes.

Consults with management in resolving highly complex and usual logistics issues.

Provides guidance to less experienced Logistics Analysts.

Assist in the preparation, review and maintenance of ILS supportability plans. User Logistics Support Summaries, other logistics and life cycle plans, Logistics funding requirements, spares funding requirements identification via Program Support Data (PSD) submission as necessary.

Review and assess the logistics requirements in accordance with DOD 5000 series and assist in the implementation of ILS programs and processes for PMS 401 cognizant equipment, ensuring that all ILS elements are addressed, tracked, supported, and evaluated during the systems’/equipment life cycle.

Review, analyze and make recommendations for requirements documents (JCIDS) to support Milestone decisions.

Assist in the preparation, review maintenance of ILS supportability plans, User Logistic Support Summaries, Logistic funding requirements, Spares requirements identification via Program Support Data (PSD) submission as necessary and tasked by the PMS401 Program Office.

Provide Logistics Management support for all ongoing Program Office engineering, business and financial management and program management efforts as required by PMS401.

Assist in planning Configuration Management (CM) support implementation for specific programs, ensuring that all CM elements are addressed, tracked, and evaluated during the system life cycle, including Configuration audits, Configuration Identification, Configuration Change Control, and configuration Status Accounting. Update and maintain the Configuration Management Plan, review and document status of revisions to the configuration baseline by tracking additions and deletions of hardware and/or software. Maintain a library of configuration management documentation including all Engineering Change Documents, as well as Configuration Management Plans and Configuration Control Manuals.

Assist in generating and updating technical inputs for Provisioning Support Data Sheets (PSD) and associated spares budget exhibits and assist in supporting the BAM process.

Prepare draft program and acquisition planning documentation to support program planning and execution.

Draft presentation material, plans and correspondence as required, travel and onsite participation in meetings, working groups, and testing efforts as necessary to support PMS401.

Prepare responses to program office taskers as they relate to ILS.

Education and Requirements:

BS/BA Degree desirable and a minimum of 10 years experience with DOD acquisition / In-service Programs Min of 10 yrs experience with Navy Programs. (In some cases, educational requirements may be adjusted or waived for more than 12 years applicable work experience.)

Minimum of 5 years experience working with Logistics and depot coordination experience on ACAT IV or greater Acquisition programs

Comprehension and understanding the various ILS disciplines in order to effectively evaluate the Interdependencies of ILS products.

Position requires ACTIVE Secret security clearance.

Must have working knowledge of Microsoft Office products.

Submarine SONAR knowledge is a plus.
