Responsibilities/Qualification

 

**This position is located in Sasebo, Japan.**

Position Summary

Support Naval Beach Unit (NBU) 7 Supply Officer with logistics requirements to meet mission goals and objectives for forward deployed Landing Craft, Air Cushion.  Primary duty will be supporting NAVSEA Program Office funded supply activities.  May be assigned duties in support of Landing Craft Utility (LCU) on a periodic basis as command workload requires.

Responsible for providing mid-level financial management and tracking of all Program Office funded requisitions.  Provide Program Office and NBU 7 Supply Officer with status of obligated funding requirements during weekly meetings.

Apply integrated logistics support principles and practices to meet NBU 7 mission requirements and Program Office quarterly and annual life cycle goals.

Perform role as Program Office area invoicing office. Gather contractor invoices, contract completion reports, associated contract, and all modifications in order to submit Prompt Payment Certification and Reduction (PPCD) documents and Standard Form 1034 (Public Vouchers / Purchasing and Services) to Naval Sea Systems Command (NAVSEA 01) and Defense Finance Accounting Service (DFAS). 

Maintain financial records and accounting systems via Relational Supply (R-Supply) System.  Must be familiar with R-Supply.

Support organizing and maintaining reimbursable funds spreadsheets, correspondence files, and reports for Program Office funded requirements.

Provide Government Furnished Material (GFM) support for all availabilities, including Fleet Modernization Program (FMP), Continuous Maintenance Availabilities (CMAVs), Unit scheduled maintenance, and Government Alteration Installation Teams.  

Manage Group II material assets, to include the Group II material cage for receipt and issue of material, and leads the resolution of availability material requirements. 

Perform warehouse functions including: identification, receipt, stowage, preservation and issue of government assets.

Oversee GFM for installation during availabilities.

Ensure proper disposal of materials following demilitarization procedures and guidance.  Execute the disposition procedures for parts turn in (carcass) for both alterations and repair.

Provide in-depth technical research and analysis to Government and contractor counterparts regarding logistics issues.

Liaison with Defense Logistics Agency (DLA), Naval Supply Systems Command (NAVSUP), In-Service Engineering Agents (ISEAs), Planning Yard, and Program Office Logistics PAPM for logistics issues.

Duties and Responsibilities

  • Orders Government material requirements utilizing Military Standard Requisitioning and Issue Procedures (MILSTRIP) procedures.
  • Prepares material shipments.
  • Prepares material for turn in to Advanced Traceability and Control (ATAC) or Defenses Reutilization and Marketing Service (DRMS).
  • Prepares contracting request documentation.
  • Operates 4K and 20K forklifts.
  • Reads and interprets supply status.
  • Manages all material received including the following actions:
    • Receipt
    • Stowage
    • Storeroom maintenance
    • Turn-in of Depot Level Repairable (DLR)
    • Disposal of Not Ready For Issue Non DLRs
    • Inventory Management System Update via the Integrated Data Environment (IDE)
    • Demand Recording
    • Issue of material
    • Shipment of material
    • Packing and preservation of material
    • Determine disposition, under direction of PMS377
    • Coordinate with repair activities to determine Ready For Issue (RFI) status of equipment
    • Assist in material support requirements for GFM as required.

Education and Experience

  • Bachelor’s degree in related discipline plus at least 5 years of directly related experience or a Master’s degree and 3 years of experience.
  • Must have 7 years or more of experience supporting logistics for the U.S. Navy. Prior U.S. Navy Active Duty experience working in a Logistic Specialist role is desired but not a mandatory requirement.    
  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

  • Excellent communication, interpersonal and presentation skills.
  • Proficiency in Microsoft applications.
  • An Active Secret Security Clearance is required for employment.
  • Must have an active US Passport.
