Responsibilities/Qualification

 

Develops and implements policies, guidelines, and procedures to ensure effective and economical support for manufacturing or servicing of products, equipment, and systems. Includes the gathering and analysis of information on complex product plans and project objectives, providing tracking and status reports, and support for ensuring distribution and delivery commitments.

Analyzes complex contractual documents, technical data, customer usage data, customer maintenance practices, customer operation characteristics, and related reports to determine requirements.

Develops logistics plans for facilities, personnel, equipment, spares and maintenance. Assists in the development of policies, guidelines, and procedures to ensure quality and cost control.

Assesses and recommends the feasibility of proposed approaches to solve complex problems.

Prepares and presents reports, studies, cost analyses, and briefings to staff and customers as needed.

Participates in technical discussions at project review sessions and in negotiations with the customer.

Researches logistics technology advances and applies appropriate technology in order to improve logistics processes.

Participates in writing sections of proposals calling for logistics expertise.

Identifies and resolves complex logistics issues.

Provides guidance to less experienced Logistics Analysts.

Performs additional duties and responsibilities as assigned.

Provides support in implementing evolving DoD Active Radio Frequency Identification (aRFID) infrastructure/mandates worldwide.   

 Develops and maintains a comprehensive point of contact listing for all sites both CONUS and OCONUS to include business process owner, Transportation Officers, NAVFAC POC’s, etc.  This listing is to be reviewed and updated annually or when notification of change to a POC is provided.   

Supports the government during aRFID site surveys which are conducted with other organizations by developing and maintaining site survey documentation packages to be reviewed and updated annually.  These packages will serve as a portfolio of each aRFID site in order to easily reference pertinent information.  These packages should include a letter of introduction to the visiting site (email) identifying purpose of visit, a site specific POC listing, all funding requirements identified for implementation and sustainment, etc.  

Performs Quarterly Site Analysis of tag throughput to assess usage and determine sustainment requirements.  Maintains the site analysis documents for the period of performance of the contract.   

Interacts with industry partners, along with the joint service acquisition community to identify innovative information technology solutions that improve on communications at fixed aRFID interrogator sites worldwide.   

Maintains an evolving Navy aRFID Concept of Operation (CONOP) that outlines the evolving strategy to integrate or implement adopted aRFID concept initiatives that result from outputs of the DoD aRFID program office.    

Participates in Government Acceptance Testing (GAT) events for those aRFID related applications and hardware components that may be designated by DoD or Navy as emerging systems of record.

Assist in drafting, updating and maintaining Program Management Review (PMR) documents and provide assistance during PMRs.

Bachelor’s degree in related discipline plus at least 5 years of directly related experience.

Educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

 Expert knowledge of RFID infrastructure, technology and policy.

Excellent communication, interpersonal and presentation skills.

Proficiency in Microsoft applications.

The ability to attain and maintain a SECRET Security Clearance
