Responsibilities/Qualification

Position Summary
 
Alion Science and Technology is seeking a Management Analyst to support the Mid-Atlantic Regional Maintenance Center (MARMC) and provide administrative and financial support services to include:

  • Perform administrative and analytical duties in the area of position management, personnel and manpower management, personnel recruitment actions and general administration.
  • Assist with the management and allocation of manpower resources, determines manpower requirements, initiates and reviews requests, assist with the management of the Drug Free Workplace Program
  • Provide advisory services to all levels of management relative to manpower and position management and personnel functions in support of MARMC's Mission and assigned personnel.
  • Conduct analytical studies involving position, personnel and manpower management as well as proposed changes in organizational structure.
  • Identify and gather pertinent factual and statistical data and applies analytical techniques and methods in evaluating data.
  • Prepare reports of findings and presents recommendations to improve the efficiency of the organization's programs and operations.
  • Determine manpower requirements by tracking statistics for each department, within the command, collecting and analyzing data to determine necessity for work performed and the types of employees required to accomplish assigned functions.
  • Initiate and review requests for manpower requirement changes, responds to manpower issues and studies involving analysis of manpower quality and quantity and recommends appropriate actions.
  • Assist with the management of the civilian personnel process, which includes the review of personnel action requests to assess possible impact on position management and assuring compliance with policy and regulatory procedures.
  • Review the assignment of personnel to assure compatibility with properly classified position descriptions, and recommends changes, as necessary, to assure proper alignment.
  • Work with management, supervisors, and personnel specialists regarding personnel actions and/or other management actions relative to position and organizational restructuring, workload, missions, and position structures to ensure compliance with appropriate personnel procedures and regulations.
  • Assist with the development of appropriate personnel procedures and regulations. Assists in the development of appropriate position descriptions and reviews vacancy announcements to ensure compliance.
  • Review recruitment packages for supporting documents. Processes and traces all civilian personnel actions.
  • Assist management with the allocation of manpower resources.
  • Provide support and advisory service to all levels of management relative to manpower and position management.
  • Collect data and responds to data calls.
  • Serve as a joint process owner of the Human Resource/Manpower module of the Navy Enterprise Maintenance Automated Information System (NEMAIS) SAP system.
  • Analyze proposed or estimated personnel losses based on attrition levels to project numerical on-board strength.
  • Obtain from management input on current and projected scheduling of various operations or projects, and anticipates overall staffing needs to include: position evaluations to determine appropriate pay system, occupational grouping, title and grade of positions, and advising on position and organization design and Receives, staffs, and responds to various taskers and data calls.  Proposes course of action and drafts internal taskers.
  • Assist the Drug Program Coordinator to direct, administer, and manage MARMC's Drug Free Workplace Program.
  • Coordinate and provide information, training and assistance to employees and supervisors; notifying selected employees' first-level supervisors of pending drug testing; and maintaining confidential records.  Work with HRO/Human Resource Service Center (HRSC) and command supervisors to identify/maintain a current list of all Testing Designated Positions (TDPs) with NSSA.
  • Participate on recruitment team initiatives to include, but not limited to, the Federal Career Intern Program and MARMC Intern Program.  Tasks may include assisting supervisors and HROs to identify the competencies needed in order for an individual to perform the work of a position; identifying appropriate targeted recruitment sources of candidates.
  • Perform additional duties as assigned.

Education and Experience

High School graduate, 0-2 years' experience.  Must have knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.  Broad based knowledge of governmental administrative requirements, methods, sources, procedures, and business processes is required.  Sufficient knowledge of Microsoft Office applications with additional experience with financial accounting software(s) is highly desirable.

An active Secret clearance is required for employment.
