Position Summary

The Market and Competitive Intelligence Analyst is a new position at Alion that will support the company’s rapid growth by providing timely, actionable intelligence to key stakeholders. The Analyst will conduct research and analysis related to business development/capture activities associated with U.S. Federal Government services contracts.  This includes customer and competitor research/analysis at a strategic level as well as at a tactical level in the context of specific contract bid opportunities.  This role will predominantly be focused at the front end of the capture lifecycle in terms of opportunity identification, qualification, and the early stages of capture.  The goal is to provide the right information and insightful analysis to the right person, at the right time, and in the right format for informed decision making.

Duties and Responsibilities

Strategic level customer/competitor research, analysis and reporting:
-Research customer buying practices, procurement strategies, budget trends, etc.
-Analyze the data gathered to achieve insights into possible business opportunities (specific contracts) and associated organizational dynamics, performance parameters, customer issues, etc.
-Present results of analysis and associated recommendations
-Perform similar research and analysis as applied to competitors and/or possible teammates (e.g., corporate structure, core competencies, customer footprint, performance data, etc.)

•Tactical level contract opportunity specific research, analysis, and reporting:
-Identify specific contracts that align to Alion core competencies and business interests
-Research and analyze the contracts in terms of past selections/RFPs (acquisition procedure utilized, SEB makeup, evaluation criteria, etc.), the actual contract and all associated modifications, etc.,
-Research and analyze incumbent performance per published info such as CPARs, websites, etc. including managing the FOYI process.
-Research and analyze all publicly available OMB, IG, GAO, etc. reports/assessments/findings regarding the contract and/or mission

•BD performance analysis and reporting:
-Define, track, analyze, and report on BD pipeline (by customer, size, service area, etc.) and performance metrics (win/lose by prime/sub, contract type, selection method, recompete or new, etc.).
-Ad hoc analysis and reporting to answer senior management info/analysis requests

•Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree from an accredited 4-year college/university in a related business or technical discipline.  Minimum of 2-4 years demonstrable experience and performance in U.S. Federal Government services/solutions market place, esp. with regard to business development functions/tasks/activities.

In some cases, educational requirements may be adjusted or waived for comparable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Requires a confident, knowledgeable, and collaborative leadership style to work with all stakeholders, while being honest to the reality of the information/insights within the context of an all things considered perspective.  

Knowledge of U.S. federal Government services/solutions industry in general, and contracting/procurement practices more specifically.

The ability to effective use BD related tools/systems such as Govwin, Bloomberg Government (BGOV), DACIS, FedBizOpps, FPDS, etc.

The ability to use a variety of internet/electronic media search tools, practices, techniques.

The ability to utilize a variety of analytical packages/tools to perform intermediate statistical analyses for trends, anomalies, etc.

The ability to sort through, prioritize, and concisely present large quantity of data, material, etc. in meaningful and insightful ways.

The ability to move between analytical capability, creative intuitiveness, and common sense.

The ability to work collaboratively with all stakeholders.

Excellent oral and written communication skills, esp. at an executive briefing level.

A security clearance of an appropriate level may be required after employment.
