Position Description:

Serves as Chief Technology Officer for Alion’s Army Capability Accelerator Program and Advanced Technology Group Weapon System Solutions Operation.  The program will source problem statements and solutions, evaluate them, and fund maturation of emerging technologies for application to US Army capability gaps resulting in new products, programs, and business opportunities.  Requires developing and managing program plans of newly developed, advanced concepts, theories, and products.   Program serves multiple customers and requires negotiating and managing multiple subcontractors with teams crossing several companies.  Program spans several major domestic and worldwide locations requiring coordination of technology and/or production across locations.  The program involves emergent technologies that regularly require exceptionally high level of ingenuity and creativity.  Regularly requires application of advanced scientific principles, theories, and concepts.  Problem complexity is such that information is developed that extends existing boundaries of knowledge of a given field. Long-range financial forecast is for high future value represented in numerous distinct developing products, systems, and subsystems that include derivative technologies (exclude follow-on business).  Long-range forecast is of unlimited duration.  Program has significant effect on the future course of business for the company’s strategic business objectives. 

As an expert in the engineering discipline, possesses an in depth understanding and can synthesize a broad range of technologies including sensor systems, edge computing, AI and machine learning, robotics and autonomy, communications, networks, cyber security, command and control, fire control, soldier systems, and training systems.  Has expertise in one or more domain areas down to the analysis and design level.  Applies a superior degree of ingenuity, creativity, and resourcefulness to the assessment of new and disruptive technologies and is able to visualize applications and CONOPS required to employ such technologies as component of systems of major complexity. Must have achieved recognized standing in a professional field through original contribution. Executed complex systems engineering projects providing advanced research, development, design, analysis, production, implementation, and consultation. Frequently develops data which goes beyond the existing boundaries of information in a given field.

Works across organizations in support of program development and technical execution on technically complex high impact projects. Sets technical direction and conducts execution oversight for high visibility technically complex projects. Applies expert knowledge of scientific practices and principles in formulating or approving technical applications in broad areas of assignment. Maintains a liaison role on technical matters with staff and customers and acts independently to uncover and resolve problems associated with the development and implementation of operational programs.  Advise senior management on challenging technical issues, assures the use of senior technical resources across the organization on multi-disciplinary problems, and provides technical guidance and leadership to senior management, program, and technical staff. Establishes peer groups of senior technical staff to periodically review technical plans, results, and work products from the organization.

The target position supports an innovative program to help the Army access insights and technologies and solutions from the commercial industry, start-up community also categorized as nontraditional solution providers.  This position includes analysis of Army capability gaps, reframing of gaps in language suitable to accessing start-up technologies, assessing insights and technology concepts from the start-up community and others, working with start-ups to help integrate their capabilities with appropriate government and defense industry capabilities. 

Duties and Responsibilities:          

  • Provide expertise to allow decision makers to distinguish between scientifically and commercially sound and unsound investments. Understanding the technical and commercial landscape (both internal and external to the DOD), to provide a basis of comparison for investment decisions. Assess the potential of specific technologies and determines technical/scientific feasibility, system level applications of the technology including CONOPS, and evaluates potential impact on capability development, processes or operational capability.

  • Determines the capability and reliability of the companies being assessed. Supports stakeholders during the development of statement of work and monitors the technological progress of the project. In conjunction with Army stakeholders assess the final project outcome and make recommendation for follow-up actions. Mentors partner companies and subcontractors in the complexities of working with the DoD and U.S. Army.

  • Oversees and performs highly complex and advanced engineering work concerned with the design evaluation, planning, testing and operation in support of system CONOPS development, engineering analysis and research for multiple programs. Originates and applies new and unique engineering methods and procedures.

  • Determine the customer position on technical issues collectively with senior engineering staff members; Serves as the senior technical authority in the application of advanced theories, concepts, principles, and processes in areas of expertise. Advises the technical staff in developing appropriate approaches to complex or technically difficult tasks.  In sensitive and critical matters, reviews and discusses the work of the technical staff to assure the technical accuracy of documentation describing a problem, the analysis, the conclusion, and the resulting recommendation

  • Prepare and presents briefings to sponsors on unique technical contributions planned, in progress, or projected in support to the contract.

  • Conduct briefings with staff to communicate state-of-the-art developments in areas relevant to the contract.

  • Perform business development activities and may interface directly with senior level customer management. Works with senior management, engineers, and customer on all technical and scientific matters relating to company obligations.

  • Is a recognized authority across multiple areas of expertise, as evidenced by an appropriate bibliography of reports, scientific papers, designs, and/or patents. Represents the company in outside discussions and technical forums.

  • Has experience working with technologies coming from government labs and engineering centers, defense industry, and commercial industry.  Is intimately familiar with these organizations, how they operate, and how to work with them in an integrated fashion.

  • Comply with all corporate policies and procedures, including quality assurance and security procedures in the performance of duties. Establishes and monitors standards for internal quality programs. Provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.

  • Manages technical staff and provides ongoing direction in the performance of the assigned program.

  • Prioritizes workload and determines staffing levels and any adjustments in staffing.  Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.

  • Reviews reports and briefings prepared by technical staff for quality.

  • Establishes and maintains effective relationships with customer, subcontractors, other prime contractors and other outside agencies.

  • Regularly meets with and updates the customer on project status.  

  • Develops new business or expands business with the customer.  Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.  Participates in negotiating contract and contract changes.

  • Performs additional duties and responsibilities as assigned

  • Up to 50% travel required

Education and Experience

Doctoral degree and 20 plus years experience in a scientific field related to Alion business.

In some cases, educational requirements may be adjusted or waived for more than 20 years of applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Extensive experience in research and experimental techniques.

Knowledge, Skills, Abilities

  • Strong RD&E experience as it relates to military operations and the ability to advise senior leadership on strategy, including R&D, product development, and transition of technologies to production
  • Excellent communication, presentation and interpersonal skills.

  • Requires Knowledge of and experience with Defense and Army acquisition programs and processes (e.g., RDECOM, ASAALT) and Defense innovation programs and priorities (e.g., Offset 3.0, LRRDPP, DIUx/DIU, SOFWERX, AFWERX, SCO, H4D, etc). 

  • Strong customer service orientation.

  • Experience with startup organizations (government or commercial)

  • Familiarity with commercial investment models (e.g., VC, angel, PE)

  • Familiarity with Defense and Army R&D enterprise, including organizations, people, and processes

  • Familiarity with background, vision, and structure of new Army Futures Command

  • Experience integrating commercial technologies into Defense acquisition programs

  • Understanding of alternative acquisition pathways (e.g., OTAs, SBIR/STTR)

  • Experience with managing complex programs

  • Ability to work in an unstructured environment
