Job Description

Program Overview:
Alion ISR Group is hiring a Senior Program Manager (PM) to fill the Program Manager position for the GSA OASIS/FEDSIM Africa AOR ILS (AAI) Program. 
This task order is the largest contracts in Alion history, $967 M plus ceiling over five years.  The task order supports the Remote Sensing Center (RSC)–National Capital Region (NCR) and its mission partners to enhance and expand existing ISR capabilities. Specifically,
The Department of Defense (DoD), Non-DoD Federal Departments and Agencies, and the Intelligence Community needs to mitigate asymmetric threats in support of tactical elements deployed in various Areas of Responsibility (AOR).  This includes projects to develop, demonstrate and evaluate platform cyber systems, weapon systems and communication mission systems used for information collection and dissemination in order to detect, identify, assess, exploit or neutralize threats to the U.S. and its interests. The threats are not limited to counterintelligence, but include cyberwarfare, cyberterrorism and protection of critical infrastructure.  Many of these projects require an extremely fast turn-around to meet mission schedules and objectives and include requirements for logistics management and integration services for the US Government at Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations
Responsibilities:
• The selected candidate will work directly with the Alion management, Alion functional support personnel, and project managers. The selected candidate will also support Alion business development.  Candidate will require strong customer service orientation with a collaborative team mindset.
• The PM will be authorized to interface with the FEDSIM Contracting Officer (CO), FEDSIM COR, RSC-NCR TPOC  and mission partners on the TO.
• The PM shall support management and oversight of all task order activities performed by a large cadre of Alion / subcontractor personnel, to satisfy the requirements identified in the FEDSIM AAI Program.
• The PM shall provide management, direction, administration, quality control, and leadership to Alion project managers and admin support personnel in the execution of this task order. Ensure that appropriate training is delivered to program staff and subcontractors as required.
• The PM will support ISR group senior leadership responsible for the cost, schedule, and technical performance of the company on AAI from inception through completion.
• PM will prioritize workloads and determining staffing levels and any adjustments in staffing.  Maintain a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities
• The PM will run PMO meetings as required to monitor project plans to include time and cost estimates, ensure PMO deliverables are delivered on schedule and within funding, identify program problems, risks, and obtain solutions.
• Review FEDSIM PMO deliverables for quality. Lead discussions for program reviews and   prepares and deliver formal briefings as required.
• Establish and maintains effective relationships with PMO team, customer, subcontractors and other outside agencies.
• Responsible for the cost, schedule, and technical performance of the company on assigned program from inception through completion.  Manages technical and administrative staff and provides ongoing direction in the performance of the assigned program.

• Develops and monitors program plan including time and cost estimates including Integrated Master Schedules and EVMS methods.  Ensures project outputs are delivered on schedule and within funding.
• Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.
• Prioritizes workload and determines staffing levels and any adjustments in staffing.  Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.

Required Qualifications: 
At minimum a Bachelor's Degree in Engineering or other technical field is required. A Master’s degree is highly desired.
A Top Secret with SCI eligibility security clearance of an appropriate level may be required after employment.

 Fifteen years of combined experience in roles giving the PM a deep understanding of
intelligence and special forces operations, so that the PM can readily communicate and
understand the mission needs of Mission Partners.

- A minimum of 10 years of Special Operations operational experience or equivalent.

-  A minimum of 5 years of intelligence operational and program experience working for
National Intelligence Community directives and requirements.

  An active certification in at least one of the following:
i. Project Management Institute (PMI) Project Management Professional (PMP)
ii. Program Management Professional (PgMP) certification,
iii. Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 3

iv. Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.

Highly desired but not mandatory that the PM has the following qualifications:

a. Ten years of experience in DoD intelligence programs
b. Experience as Green Beret, Navy SEAL, or MARSOC Raider, or equivalent in-theater SOF experience including with partner nation force activities.
c.  A minimum of ten years of experience managing a development program for Intelligence Surveillance and Reconnaissance (ISR) for manned and unmanned applications including production or logistics program for large custom subsystem or small total system.  Requires developing and coordinating new program plans or delivery methods with little precedence for coordination across distinctive products with a focus on systems engineering and managing multiple subcontractors.  Oversight of engineering program logistics, as well as, managing program the requirements of day-to-day operations of multiple teams in a distributed environment.


d. Three years of experience at a DoD Combatant or Joint Command

e. A minimum of four years of experience working on DoD COCOM projects.

f. SCI eligibility at time of proposal submission.

g. Experience with GSA FEDSIM and the GSA OASIS contract vehicle.

h. Experience in leadership of complex tasks, including compliance with industry best practices, DoD/GSA/FEDSIM standards and review of deliverables for correctness.

i. Experience planning, directing, coordinating, and managing the contractor’s proposed methodologies and approach for a project or program similar in scope and complexity to this TO.

j. Ten years of experience in DoD intelligence and or C5ISR programs.

k. Excellent communication, presentation and interpersonal skills.

l. Leadership and management skills as evidenced by previous work experience.
