Job Description



Responsibilities/Qualification

Analyst on projects or programs that are related to military operations and strategy.  Assists in developing problem resolution options based on knowledge of the situation, utilizing quantitative and qualitative theory and principles to develop viable options.

Performs multi-faceted assignments requiring the analysis and synthesis of complex systems and projects.  Utilizes effective concepts and principles in the performance of a variety of projects.  Operates as a developing expert in the field and in certain client communities.  Develops and evaluates plans for various projects or program activities to meet requirements.  Assesses and recommends the feasibility of proposed approaches to solve problems.  Possesses a thorough knowledge of applicable operational mission areas and national defense requirements. Will be a part of a team providing submarine maintenance availability scheduling and support.

**** Duties and Responsibilities ****          

Conducts analytical studies of military operations and uses a quantitative, rational basis for decision making or resource allocation through the application of scientific discipline techniques.

Provides guidance recommendations to commercial and government senior level staff.

Operates in multinational, inter-agency, joint, and service unique environments.

Applies operational background and experience gained from military service and leadership roles during joint and combined operations at tactical, operational and strategic levels of warfare to solve current and/or future mission needs or to correct problem areas.

Initiates and develops operational ideas in specialty area. 

Plans, develops, coordinates, and directs large projects or several small complex projects. 

Prepares or coordinates the preparation of proposals as required.

Leads and/or participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.

Monitors standards for the quality of programs and documents.  Assists in the resolution of project and program priorities.  Assures quality control throughout all contract activities.

Assists in the development and monitoring of budgets, work breakdown structures and other management procedures as required to manage projects.

SMC Maintenance and Modernization Support
1) Onboard integration and work control support of availabilities, HM&E and C5I alteration preparation and installation.
2) Availability planning and maintenance/modernization support.
3) Assisting ship¿s force and maintenance/modernization providers in advance planning.
4) Development of integrated availability work packages and production schedules.
5) Identifying critical path jobs and development of work sequence schedules.
6) Process Memorandums of Agreement in support of work during availabilities.
7) Liaise with the LMA, integrate work control priorities and total effort into pier side availability work schedules.
8) Liaise with maintenance organizations to integrate work schedules and installation support requirements.
9) Liaise with ship¿s force to resolve issues related to maintenance/modernization and AIT installations.
10) Provide consolidated status reports for ongoing activities.
11) Evaluate and coordinate maintenance of internal structure systems.
12) Collect and distribute ¿lessons learned¿, develop and incorporate process improvements as appropriate.
13) Attend LMA production and planning meetings as required.

Demonstrates excellent writing and presentation skills to develop briefings, documents, papers, conceptual and analytical reports for clients.

May provide direction, training, and assistance to other project staff.

Qualifications

Bachelor's degree in Engineering, Computer Science or a related scientific discipline plus 3 years of relevant work experience.

In some cases, educational requirements may be adjusted or waived for more comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.

Knowledge of military operations and project management techniques.

Strong analytical and organizational skills.

Proficiency in Microsoft Office applications.

Excellent communication, interpersonal and presentation skills.

Candidate must be eligible for immediate SECRET clearance.
