Responsibilities/Qualification

Position Summary
Would you like to be a member of a team that directly impacts U.S. Navy surface ship readiness and sustainment? This position provides general safety related support to the government safety principal that also includes support throughout mishap related events and resolution of safety related issues for U.S. Navy surface ships.

Professional analyst on a project or program that is complex in concept and development related to military operations and strategy.  Develops problem resolution options based on thorough knowledge of the situation, utilizing quantitative and qualitative theory and principles to develop viable options.

Under the direction of a project, program, and/or division manager, and a government customer, performs multi-faceted assignments requiring the analysis and synthesis of complex projects.  Utilizes effective theory, concepts and principles in the development and implementation of analytic models and systems.  Is well versed in the field of surface ship readiness and life cycle management.  Develops and evaluates plans for various projects or program activities to meet requirements and anticipates future requirements.  Assesses and recommends the feasibility of proposed approaches to solve problems.  Possesses knowledge of applicable operational mission areas and national defense requirements.

Summary of Duties and Responsibilities:

Provides daily support to NAVSEA PMS443 Safety Principal for all U.S. Navy surface ship classes.

Collaborates and synchronizes with Class Readiness Managers and other stakeholders regarding safety related incidents and issues and coordinates resolution of these issues.

Determines data collection methods for research projects and experiments.

Responsible for extracting operational data, conducting research, conducting analysis, and presenting analysis at up to the Flag level.

Prepares briefs, reports utilizing various methods.

Provides policy and guidance recommendation to commercial and government senior level staff, based on thorough analysis that utilizes accepted theory, principles and methods.

Develops analytical ideas in specialty area, and develops effective implementation schemes.  Plans, develops, coordinates, and may direct complex projects.

Participates in working groups, program development forums, analytical activities, readiness IPT, and other forums as required to accomplish contract requirements.

Monitors standards for the quality of programs and documents.  Assists in the resolution of project and program priorities.  Assures quality control throughout all contract activities.

Demonstrates excellent writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports, status reports, letters, technical memoranda, and formal briefings.

Maintains and complies with security procedures in the performance of duties.

May provide direction, training, and assistance to other project staff members as a subject matter expert in a particular field of endeavor.

Performs additional duties and responsibilities as assigned.


Education and Experience

Bachelor’s degree in Engineering, Computer Science or a related scientific discipline plus 3 years of relevant work experience.

In some cases, educational requirements may be adjusted or waived for more comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.

Experience onboard or maintaining Navy ships preferred.

Former Government Service/Contractor with Navy ship maintenance experience also encouraged.

Knowledge, Skills, and Abilities

Experience in advanced quantitative and qualitative analysis.

Computer literate and proficiency in Microsoft applications.

Excellent organizational level communication, interpersonal and presentation skills.

Must have an active SECRET clearance.
