Responsibilities/Qualification

Position Summary
The prospective candidate will be responsible for providing Systems Engineering focused support to NAVSEA personnel with the development, operation, and maintenance of U.S. Navy shipboard systems.  This position involves developing and implementing life cycle maintenance strategies that will increase equipment reliability based on operational data.  The candidate will be responsible for updating existing maintenance products and assists with the development and implementation of all modernization processes and methodologies to ensure the successful systems integration onboard U.S. Naval Ships.  Supports senior technical personnel and program managers within the organization in various technical activities related to shipboard system and technical product analysis in support of Naval Sea Systems Command (NAVSEA).  Position is located at Washington Navy Yard, Washington, D.C.

Familiarity with existing Navy policies and operational procedures such as OPNAV, SURFOR, NAVSEA instructions, and ships availability cycle.  Understanding of Naval Ship’s Technical Manuals, General Specifications for Overhaul of Surface Ships, Joint Fleet Maintenance Manual, Engineering Operational Sequencing System, Planned Maintenance System, Technical Directives/Bulletins, Shipboard Automated Maintenance Management, and Navy Data Environment,  and other various government websites.

Duties and Responsibilities          
Research technical problems with Navy Hull, Machinery, & Electrical systems as Subject Matter Expert to provide recommendations in accordance with Naval regulations and policies, preventive/corrective actions regarding fleet technical issues

Review technical drawings, schematics, policies, procedures related U.S. Navy ship systems.

Research and analyze systemic problems recommending possible solutions based on experience and documentation.

Research and analyze Ship's Change Documents (SCD) for technical accuracy and completeness.

Ensure the smooth integration of new Navy Ship's systems and equipment by coordinating the SCD review process between all cognizant parties in the Navy technical community.

Work closely with the In Service Engineering Agent, Ship Design Managers, and Technical Warrant Holders representatives in adjudication of SCDs and Risk Assessment forms.

Submit daily and weekly reports to supervisors, maintenance team, and stakeholders

Research and Draft Class Advisories.

Respond to emergent Fleet technical requirements.

Complies with applicable quality and security procedures in the performance of duties.

Performs additional duties and responsibilities as assigned.

Education and Experience
Bachelor’s degree in engineering or a related scientific discipline plus 2 to 4 years relevant work experience. 

In some cases, educational requirements may be adjusted for comparable work experience.  Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for position.

Knowledge, Skills, Abilities
Must be able to work both in teams and independently.  This position requires regular, direct, point-to-point client interface, excellent client-relationship development, ability to simultaneously manage multiple high visibility efforts, and respond to emerging issues.

Knowledge of engineering principles, methods, and techniques.

Expertise/Proficiency in Microsoft Office Suite required (EXCEL, PowerPoint, and SharePoint a plus). 

Effective organization level communication, presentation, and interpersonal skills.

Excellent communication skills (written, oral, and presentation) are required.

Willingness to regularly work challenging projects that require strategy development and execution, milestone conformance, and community stakeholder analysis to maximize support provided to the surface force.

Professional experience requirements: U.S. Navy shipboard experience is required. 

Former Chief Petty Officer, Junior Surface Warfare Officer, Limited Duty Officer, Chief Warrant Officer, strongly encouraged to apply.  Hull Maintenance Technician and Gas Turbine System Technician Mechanical  highly encouraged to apply.

A SECRET security clearance is required for employment.
