Responsibilities/Qualification

*Must have an active SECRET clearance*

Analyst on projects or programs that are related to military operations and strategy.  Assists in developing problem resolution options based on knowledge of the situation, utilizing quantitative and qualitative theory and principles to develop viable options.

Performs multi-faceted assignments requiring the analysis and synthesis of complex systems and projects.  Utilizes effective concepts and principles in the performance of a variety of projects.  Operates as a developing expert in the field and in certain client communities.  Develops and evaluates plans for various projects or program activities to meet requirements.  Assesses and recommends the feasibility of proposed approaches to solve problems.  Possesses a thorough knowledge of applicable operational mission areas and national defense requirements.

Summary of Duties and Responsibilities:

Provides daily support to NAVSEA PMS 443 Readiness Manager. Assess assigned ship class readiness capabilities, systemic failures, and propose potential solutions.

Leverage shipboard knowledge and experience gained from military service or civilian/contractor work to solve current and/or future problem areas affecting ship readiness.

Review input data from a variety of sources including CASREPs (Casualty Reports), system availability, and parts usage to correctly identify root causes of systemic problems and formulate solutions that balance cost reduction with cost avoidance.

Develop rapport and coordinate closely with diverse operational, engineering, and logistics activities to effect solutions. 

Develops analytical ideas in specialty area, and develops effective implementation schemes.  Plans, develops, coordinates, and may direct complex projects.

Participates in working groups, program development forums, analytical activities, readiness IPT, and other forums as required to accomplish contract requirements.

Monitors standards for the quality of programs and documents.  Assists in the resolution of project and program priorities.  Assures quality control throughout all contract activities.

Demonstrates excellent writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports, status reports, letters, technical memoranda, and formal briefings.

Maintain close coordination with Client personnel, visit and perform work at Client site as required.

Maintains and complies with security procedures in the performance of duties.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in Engineering, Computer Science or a related scientific discipline plus 3 years of relevant work experience. In some cases, educational requirements may be adjusted or waived for more comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Experience onboard or maintaining Navy ships preferred.  Former Engineering enlisted or junior officers with engineering experience encouraged to apply. Former Government Service/Contractor with Navy ship maintenance and modernization experience also encouraged.

Experience in quantitative and qualitative analysis.

Computer literate and proficiency in Microsoft applications.

Excellent organizational level communication, interpersonal and presentation skills.

Must have an active SECRET clearance.
