Position Summary

Analyst in support of NAVSEA SEA 21/ PMS 400D Project Management Team providing analytical and administrative support. This position assists in developing problem resolution options based on knowledge of the situation, utilizing quantitative and qualitative theory and principles to develop viable options. This position requires a product-oriented, proactive thinker capable of supporting projects by leveraging knowledge of U.S. Navy shipboard operations and equipment.

Performs multi-faceted assignments requiring the analysis and synthesis of complex systems and projects.  Utilizes effective concepts and principles in the performance of a variety of projects.  Operates as a developing expert in the field and in certain client communities.  Develops and evaluates plans for various projects or program activities to meet requirements.  Assesses and recommends the feasibility of proposed approaches to solve problems.  Possesses a thorough knowledge of applicable operational mission areas and national defense requirements.

Duties and Responsibilities          

Applies shipboard operational background and experience gained from U.S. Navy military service and leadership roles, to solve current and/or future material needs or to correct problem areas.

Participates in working groups, program development forums, analytical activities, planning meetings, and other forums as required to accomplish contract requirements. Maintains direct contact and open communications with customers.

Monitors standards for the quality of programs and documents.  Assists in the resolution of project and program priorities.  Assures quality control throughout all contract activities.

Demonstrates effective writing and presentation skills to develop briefings, documents, papers, conceptual, maintaining schedules, developing briefs, and analytical reports for clients.

Provides guidance recommendations to commercial and government senior level staff.

Performs additional duties and responsibilities as assigned. This may include proof reading and/or formatting documents and scheduling and/or attending various program meetings and briefs.

Capable of traveling up to 25 percent to various CONUS locations.

Education and Experience

Bachelor’s degree in Engineering, Computer Science or a related scientific discipline plus 3 years of relevant work experience.

In some cases, educational requirements may be adjusted or waived for more comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by 
market survey data.

The successful candidate will have prior US Navy shipboard experience and technical knowledge sufficient to understand alterations being planned, and the impact of those alterations to Ship’s Force and operations.

Forward-thinking, highly motivated candidate capable of being given an idea and maturing it into a product. Possess the ability to anticipate future requirements. Possesses strong organization and time management skills.

Critical thinking skills and action item coordination (both tracking and follow-up) abilities are required. The successful candidate will utilize independent thinking to build products in support of the vision of the client Project Manager / Directorate / Deputy Program Manager / Program Manager.

Must be able to function as a Team Player, always ready and able to attend meetings and briefings to take notes and collaborate on the Program Manager's behalf. Also must be able to assume leadership roles facilitating IPT coordination meetings, documenting results, and establishing realistic timelines or POAMs.

Computer literacy and proficiency in MS applications (ACCESS, EXCEL, OUTLOOK, POWERPOINT and PROJECT).

Excellent customer service, communication, and presentation skills.

Naval Knowledge - Familiar with surface ships and basic technical knowledge of surface ship systems to help develop products that support articulating readiness requirements.
