Responsibilities/Qualification

 

Military Analyst position providing manpower and training analysis to NAVSEA 21 PMS 339 and requires the ability to conduct analyses on new equipment and equipment introduced through modernization to determine manpower and training impacts.  Position also involves responding to emergent Fleet support issues and resolving MP&T (Manpower Personnel and Training) related action items while working in conjunction with the entire U.S. Navy MP&T Community. Product development includes Navy Training System Plans, ILS Certifications, and Availability MPT Plans as needed. Provide direct program support for PMS 339 (Surface Combatant and Amphibious and Auxiliary Ships) training programs and involves providing customer level analysis. Position will support multiple contracts and efforts with the Human Systems Integration (HSI) team.

 Duties and Responsibilities          

  • Conduct analyses to determine the manpower and training impacts of proposed Navy surface ship upgrades and ship alterations.
  • Conduct independent validation and verification of MP&T analyses conducted by shipyards, OEMs, Navy Participating Managers, other Program Offices and NAWC TSD
  • Determine training requirements for new equipment/system upgrades and develop training strategies for new/updated training.
  • Develop Modernization Availability MPT Plans for NAVSEA PMS 339.
  • Provide manpower and training support to various new construction and modernization programs.
  • Maintain databases of MP&T action items, ship availabilities, and conversions.
  • Tracks and manages workload and status of all relative products.
  • Plans, develops, coordinates, and directs large projects or several small MPT complex projects. 
  • Prepares or coordinates the preparation of MPT Plan as required.
  • Leads and/or participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.
  • Monitors standards for the quality of programs and documents.  Assists in the resolution of project and program priorities.  Assures quality control throughout all contract activities.
  • Demonstrates excellent writing and presentation skills to develop briefings, documents, papers, conceptual and analytical reports for clients.
  • May provide direction, training, and assistance to other project staff.
  • Perform additional duties as assigned.

Education and Experience

  • Bachelor’s degree plus 3 years of relevant work experience or master’s degree plus 2 years of relevant work experience or doctorate plus 1 years of relevant work experience.
  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

      Requirements

  • An Active Secret Security Clearance is required for employment.
  • NAVSEA engineering or combat systems experience
  • Navy Manpower and/or Training experience a PLUS
  • Expertise in Microsoft applications including Word, PowerPoint, Excel
  • Former Navy Engineering instructor experience and / or Master Training Specialist designation a PLUS
  • Knowledge of Navy Manpower and Training Processes is required.
  • Excellent communication, interpersonal and presentation skills.
