Position Summary

Alion is seeking a Subject Matter Expert (SME) for Navy C4ISR systems in support of PACFLT operations on Oahu and Kauai, Hawaii. The SME acts as a technology integrator for incorporating cyber hardening concepts into existing and emerging technology programs into operational relevance in the Pacific Area of Responsibility. Efforts will focus on providing US Pacific Fleet (PACFLT) on Oahu and Pacific Missile Range Facility (PMRF) on Kauai with cyber research, development, integration and portfolio management for new capabilities and cyber hardening. This effort also includes capability integration into PACFLT exercises for testing, operational demonstrations and mission rehearsals. When presented with technological challenges, provides problem resolution and options based on thorough knowledge of PACFLT operations and tactics, techniques and procedures.  Has the ability to think globally and strategically, as well as internally, utilizing complex quantitative and qualitative theory and principles to develop viable options.

Under the general direction of the program manager, and within the scope of work derived from a general support contract for PACFLT, performs multi-faceted assignments requiring the analysis and synthesis of complex and advanced systems and projects.  Understanding PACFLT networks, systems, and C4I systems and processes is critical in support of cyber teams, cloud transition activities, and certification and accreditation for multiple systems.  Utilizes effective theory, concepts and principles in the design, development and implementation of analytic models and systems.  A recognized expert in the PACFLT, PMRF, and PACOM communities and anticipates future requirements is desired.  Individual will develop and evaluate plans for various projects or program activities to meet PACFLT requirements.  Using SME knowledge assesses and recommends the feasibility of proposed approaches to solve C4ISR and Cyber problems.  Possesses an expert knowledge of applicable operational mission areas and national defense requirements.

Responsibilities          

  • Provides policy and guidance recommendation to commercial and government senior level staff, based on thorough analysis utilizing “cutting edge” theory, principles and methods.
  • Operates in multinational, interagency, joint, and service-unique environments.
  • Applies extensive operational background and experience gained from military service and leadership roles, as well as operational proficiency in complex and advanced analytic theory and principles, during joint and combined operations at tactical, operational and strategic levels of warfare to solve current and/or future PACFLT and PMRF mission needs or to correct problem areas.
  • Initiates and develops operational ideas for Navy C4I systems and develops effective implementation schemes in the areas of cyber, cloud and virtualization technology, and accreditation.  Plans, develops, coordinates, and directs (on an ad hoc basis) large projects or several small complex projects.  Prepares or coordinates the preparation of complex proposals as required.
  • Serves as technical expert and participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.
  • Establishes and monitors standards for the quality of PACFLT and PMRF programs and documents.  Assists in the resolution of project and program priorities.  Assures quality control throughout all contract activities.
  • Develops and executes budgets, work breakdown structures and other management procedures as required to monitor and control projects.
  • Provides final technical review of briefings, documents, papers, conceptual, and analytical reports for clients.
  • Maintains and complies with security procedures in the performance of duties.
  • May provide direction, training, and assistance to other project staff, as a senior expert in Navy C4I systems 
  • Performs additional duties and responsibilities as assigned.


Education and Experience

  • Bachelor’s degree in engineering or a related scientific discipline plus 15 years directly relevant work experience with Navy C4I systems or more than 20 years’ experience as a military officer, preferred US Navy or Marine Corps.  Master’s degree plus 12 or doctorate plus 8 years of directly relevant work experience.
  • A security clearance of an appropriate level is required for employment.
