Position Summary

Military strategy, joint operations and campaign planning expert supporting complex projects or programs related to joint operations and strategy. Develops problem resolution options based on thorough knowledge of the situation – both globally and regionally. Utilizes complex quantitative and qualitative techniques to develop viable options.

Serve as program lead for planning and analysis support to USINDOPACOM. Provide input and overall planning support for critical programs. Provide overall innovation and experimentation program coordination and integration with other DoD organizations and relevant Government agencies. Prepare reports and information papers, design and evaluate various doctrine, military unit training programs, and analyze operational data. Develop related CONOPS, roadmaps, TTPs, operational architectures, strategic, implementation, and action plans. Analysis and deliverables include structured studies, considering national security policy, military strategy, defense transformation and planning guidance, intelligence estimates, threat projections, and vulnerability assessments.

Under the general direction of a project or program manager, and within the scope of work derived from a contract with a government customer, performs complex tasks requiring the analysis and synthesis of advanced systems and projects. Utilizes effective theory, concepts and principles in the design, development and implementation of analytical models and systems. Anticipates future requirements. Develops and evaluates plans for various projects or program activities to meet requirements. Assesses and recommends the feasibility of proposed approaches to solve problems. Possesses expert knowledge of applicable operational mission areas and defense requirements.

Duties and Responsibilities          

Support efforts that include identification of planning gaps; assessments of potential technologies, concepts, and tactics/techniques/ procedures to address those gaps.

Provide intelligence support for USINDOPACOM gap analysis to assist in analyzing integration support requirements for classified initiatives; analyze intelligence and operational plans to develop courses of action and mitigate risk to the joint force; technical reports analysis.

Conduct Strategic Communication analyses, with the goal of improving USINDOPACOM capabilities, to proactively posture itself in executing its mission and roles.

Conduct analysis to identify gaps and connections with respect to mission assurance and threats to achievement of goals and strategic objectives of USINDOPACOM and its subordinate organizations.

Propose innovative approaches to mitigate warfighter capability gaps that affect the ability of the existing system(s) to meet operational requirements and expected future needs.

Provide technical expertise to study, analyze, and report on the warfighters’ requirements and capability gaps, and how these are addressed by proposed material and/or non-material solutions.

Understand and operate in joint, interagency, intergovernmental and multinational environments.

Serves as technical expert and participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required.

Maintains and complies with security procedures in the performance of duties.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in science, engineering or a related discipline plus 15 years directly relevant work experience or more than 20 years experience as a military officer. Master’s degree plus 12 or doctorate plus 8 years of directly relevant work experience.

Experience in a geographic combatant command, combined or joint task force, and/or service component headquarters is preferred

Master’s degree in science, engineering, strategic studies or related disciple is preferred.

Senior service college graduate or service equivalent is preferred.

In some cases, educational requirements may be adjusted or waived for more than 19 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Experience in advanced quantitative and qualitative analysis.

Computer literate and proficiency in Microsoft applications.

Excellent communication, interpersonal and presentation skills.

TS with SCI eligible security clearance required for employment.
