Responsibilities/Qualification

Position Summary

Organizational expert performing analytical work on a program that is highly complex and/or novel in concept and development related to military operations and strategy.  Develops problem resolution options based on thorough knowledge of the situation, globally, as well as internally, utilizing complex quantitative and qualitative theory and principles to develop viable options.

Under the general direction of the program manager, and within the scope of work derived from a contract with a government customer, oversees and manages the operational aspects of ongoing technical projects, typically from initiation through delivery.  Assist in the plans and manages program to meet the objectives established by the contract and is accountable for the performance and profitability of the program. Utilizes effective theory, concepts and principles in the design, development and implementation of analytic models and systems.  Anticipates future requirements.  Develops and evaluates plans for various program activities to meet requirements.  Assesses and recommends the feasibility of proposed approaches to solve problems.  Possesses an expert knowledge of applicable operational mission areas and national defense requirements. 

Expected to have a working knowledge of current Force Protection issues and Crisis Action Planning as pertains to DoD.

Duties and Responsibilities          

Under direction of the Program Manager, manages the program in order to expand Alion’s participation, anticipating and meeting customer needs; directs the activities of the program including, but not limited to finance and operations with the objective of maximizing growth and profitability.  Seeks to build program revenue by remaining alert to new business opportunities or expansion of business with the customer and advising the program manager. 

Tracks plans, reviews status of projects, manages schedules, prepares situational reports, integrates plans, and provides direction to the team developing emulation tools to meet client goals and objectives.

Under guidance of division policy, operates sound, responsive and accurate financial management and reporting systems, budgeting and financial analysis, and responsive systems that satisfy the obligations of the program to the customer, as well as legal and regulatory compliance. 

Reviews status of projects and budgets.  Manages schedules and prepares status reports.  Develops mechanisms for monitoring program progress and for intervening and problem solving with Alion and customer management to meet productivity, quality, and customer-satisfaction goals and objectives.

Interacts with customer representatives, including customer management levels, concerning program operations or scheduling.  Participates in briefings and technical meetings with company and customer representatives concerning program operations.

Ensures adherence to Alion administrative policies and procedures, human resource policies and practices as applicable, and contracts administration procedures that support the programs of Alion, and ensures that the contract is administered to protect Alion’s interest and comply with all applicable laws and regulations.

Provides policy and guidance recommendation to commercial and government senior level staff, based on thorough analysis that utilizes “cutting edge” theory, principles and methods.

Operates in multinational, interagency, joint, and service unique environments.

Initiates and develops operational ideas in specialty area, and develops effective implementation schemes.  Plans, develops, coordinates, and directs (on an ad hoc basis) large projects or several small complex projects.  Prepares or coordinates the preparation of complex proposals as required.

Provides final technical review of briefings, documents, papers, conceptual, and analytical reports for clients.

Maintains and complies with security procedures in the performance of duties.

May provide direction, training, and assistance to other staff, as a senior expert in a particular field of endeavor.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in engineering or a related scientific discipline plus 15 years directly relevant work experience or more than 20 years experience as a military officer.  Master’s degree plus 12 or doctorate plus 8 years of directly relevant work experience.

In some cases, educational requirements may be adjusted or waived for more than 19 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Effective organization skills.

 Computer literate and proficiency in Microsoft applications.

 Excellent communication, interpersonal and presentation skills.

Must be willing and able to travel CONUS and OCONUS in support of the program.

 A TS/SCI security clearance is required for employment.
