Position Summary

USINDOPACOM’s rapid warfighting capabilities mission requires a Joint Fires – Targeting Specialist Subject Matter Expert (SME).  Strategic Planning Specialist with senior technical expertise to support the USINDOPACOM Strategic Capabilities Office (SCO). The Joint Fires / Targeting SME supports USINDOPACOM doctrine and process analysis related to joint fires Task Utilization Agreements (TUAs). The Joint Fires / Targeting SME provides expertise in analyzing all aspects of the strategic targeting process, to include policy, strategic target selection procedures, and targeting guidance for the employment of operational forces.

Requirements range across major geographic locations requiring coordination across multiple domestic and/or worldwide locations. USINDOPACOM is responsible for the oversight and management of over 75% of the earth from polar region to polar region and eastern Asia and the Pacific Islands. The customer desires new, innovative, advanced technologies and applications that will require advanced principles, theories, and concepts across program requirements.

The Joint Fires – Targeting Specialist SME serves on projects that are complex in concept and development related to military operations and strategy with emphasis on Joint Fires.  Develops problem resolution options based on thorough knowledge of USINDOPACOM rules of engagement and uses personal experience and internal and external sources, utilizing quantitative and qualitative theory and principles to develop viable options for Joint Fires, Targeting tactics, techniques, and procedures.

Under the direction of a project manager, this individual will perform multi-faceted assignments requiring the analysis and synthesis of complex targeting systems and joint fires projects.  Utilizes effective theory, concepts and principles in the development and implementation of analytic models and systems.  The individual is well versed in the Joint Fires field and anticipates future requirements.  Develops and evaluates plans for various projects or program activities to meet requirements.  Assesses and recommends the feasibility of proposed approaches to solve problems.  Possesses knowledge of applicable USINDOPACOM operational mission areas and national defense requirements. 

Duties and Responsibilities          

Provides policy and guidance recommendation to USINDOPACOM senior level staff, based on thorough analysis that utilizes accepted Joint Fires Targeting theory, principles and methods.

Operates in multinational, interagency, joint, and service unique environments. Knowledge of coalition partner joint fire and targeting practices is expected.

Applies operational background and experience gained from military service and leadership roles, as well as operational proficiency in analytic theory and principles, during joint and combined operations at tactical, operational and strategic levels of warfare to solve current and/or future mission needs or to correct problem areas.

Develops operational ideas in the Joint Fires Targeting area, and develops effective implementation schemes.  Plans, develops, coordinates, and may direct (on an ad hoc basis) several small complex projects.  Prepares or coordinates the preparation of proposals as required.

Participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.

Monitors standards for the quality of USINDOPACOM programs and documents relating to Joint Fires practice and policy.  Assists in the resolution of project and program priorities.  Assures quality control throughout all contract activities.

Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.

Maintains and complies with security procedures in the performance of duties.

May provide direction, training, and assistance to other project staff, as an expert in the Joint Fires Targeting field of endeavor.

Performs additional duties and responsibilities as assigned.

Required Education and Experience (Mandatory)

  • Bachelors (B.S or B.A) Degree.
  • Must be cleared for TS Information and eligible for access to SCI by the CCF based on a single scope background investigation with SAP eligibility.
  • Six years of DoD experience developing, editing, evaluating, and managing technical documentation, to include DoD program material and doctrine.
  • Willing to live on Oahu, Hawaii

Desired Experience

  • Proven understanding and experience with of one or more area of expertise within Military Planning and Analysis Support or Innovation Development and Testing Support
  • Ten years of progressively complex experience in DoD planning or doctrine related roles.
  • Five years of experience working in the DoD Joint Fires functional area.

Knowledge, Skills, Abilities

  • Experience in advanced quantitative and qualitative analysis.
  • Computer literate and proficiency in Microsoft applications.
  • Excellent communication, interpersonal and presentation skills.
  • OCONUS and CONUS Travel approximately 30% of the time.
