Position Summary

USINDOPACOM’s rapid warfighting capabilities mission requires a Joint Strategic Planning Specialist with senior technical expertise to support the USPACOM Strategic Capabilities Office (SCO). The individual will provide analysis and develop documentation to provide strategic insight into adversary Command, Control, Communications, Computers and Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and decision-making processes. The individual will collect and communicate operational requirements and capability shortfalls associated with the US, partner nations, and potential adversaries. Furthermore, the contractor shall use operationally representative environments to assess strategic, operational and tactical effectiveness of material and non-material C4ISR solutions provided by the SCO.

Requirements range across major geographic locations requiring coordination across multiple domestic and/or worldwide locations. USINDOPACOM is responsible for the oversight and management of over 75% of the earth from polar region to polar region and eastern Asia and the Pacific Islands. The customer desires new, innovative, advanced technologies and applications that will require advanced principles, theories, and concepts across program requirements.

The Joint Strategic Planning Specialist will lead a team of senior personnel for a critical USINDOPACOM’s programs. Strategic concepts include multiple complex components including multi-national and coalition partnership dynamics. The individual must have proven experience with national strategic strategy and concepts. Material developed relates to military operations and strategy.  Individual will develop problem resolution options based on thorough knowledge of the situation, globally, as well as internally, utilizing quantitative and qualitative theory and principles to develop viable options.

The Joint Strategic Planning Specialist will serve as the doctrine and analysis resource for strategic planning related to INDOPACOM Task Utilization Agreements (TUAs). The Joint Strategic Planning Specialist conducts detailed assessments of the policy and program impacts of plans and concepts. The specialist provide expertise to innovation efforts by considering national security policy and military strategy, defense transformation and planning guidance, intelligence estimates, threat projections, and vulnerability assessments.

Under the direction of the program manager, the planning specialists performs multi-faceted assignments requiring analysis and synthesis of complex systems and projects.  Utilizes effective theory, concepts and principles in the development and implementation of analytic models and systems.  Individuals is well versed in DoD and national strategic principals as they apply to the USINDOPACOM region. Anticipates future requirements.  Develops and evaluates plans for various projects or program activities to meet requirements.  Assesses and recommends the feasibility of proposed approaches to solve problems.  Possesses knowledge of USINDOPACOM operational mission areas and national defense requirements. 

Duties and Responsibilities           

Provides policy and guidance recommendation to commercial and government senior level staff, based on thorough analysis that utilizes accepted theory, principles and methods.

Operates in a multinational, interagency, joint, and service unique environments. Travel to and work with coalition partners across the Pacific AOR is expected

Applies operational background and experience gained from military service and leadership roles, as well as operational proficiency in analytic theory and principles, during joint and combined operations at tactical, operational and strategic levels of warfare to solve current and/or future mission needs or to correct problem areas.

Develops operational ideas in specialty area, and develops effective implementation schemes.  Plans, develops, coordinates, and may direct (on an ad hoc basis) several small complex projects.  Prepares or coordinates the preparation of proposals as required.

Participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish customer requirements.

Monitors standards for the quality of programs and documents.  Assists in the resolution of project and program priorities.  Assures quality control throughout all contract activities.

Develops and executes budgets, work breakdown structures and other management procedures as required to monitor and control projects.

Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.

Maintains and complies with security procedures in the performance of duties.

May provide direction, training, and assistance to other project staff, as the Strategic Planning Specialist expert

Performs additional duties and responsibilities as assigned.

Required Education and Experience (Mandatory)

  • Cleared for TS Information and eligible for access to SCI by the CCF based on a single scope background investigation with SAP eligibility.
  • Senior Level Military War College
  • Five years of DoD related experience in areas of military doctrine and planning.
  • Masters’s degree in engineering or a related scientific discipline plus 15 years directly relevant work experience or more than 20 years’ experience as a military officer
  • Reside in Honolulu, HI

Desired Experience:

  • One year or more experience within at least one area of expertise: Military Planning and Analysis Support or Innovation Development and Testing Support

Knowledge, Skills, Abilities

  • Experience in advanced quantitative and qualitative analysis.
  • Computer literate and proficiency in Microsoft applications.
  • Excellent communication, interpersonal and presentation skills.
  • OCONUS and CONUS Travel approximately 30% of the time.
