Responsibilities/Qualification

 

Position Summary

Military Analyst for a NAVSEA program, responsible for developing and maintaining Microsoft Office based products to manage data related to DDG Class ship modernization operations and modernization alteration data tracking. 

Duties and Responsibilities

Provide direct support to the DDG Class Ship Managers for the complete life cycle (Availability) of each modernization period at ship level. Additionally:

  • Ensure DDG Class modernization alterations are properly planned and scheduled, fully developed to maturity, and authorized for installation for each Availability in accordance with applicable fielding plans.
  • Develop and maintain Availability Planning Sheets (APS) and distribute regularly for use of the community in support of alteration data tracking.
  • Prepare DDG Class Letters of Authorization (LOAs) at scheduled milestones for review/approval and sign out to the community.
  • Coordinate with external activities on their fielding plans at the availability level and ensure logical correctness through analytical oversight.
  • Coordinate with external activities on their funding requirements throughout the Future Years Defense Program (FYDP).
  • Provide impact and recommendations briefings when budget or ship availabilities change across the FYDP.
  • Develop program briefs, white papers, program plans, and recommendations to NAVSEA senior level staff.
  • Participate in working groups, analytical activities, Integrated Product Teams (IPTs), and other forums as required.
  • Maintain excellent file archives in support of emergent data calls (including but not limited to all email correspondence and all working version as well as final files)
  • Maintain the POC list for the program (all surface ship classes).
  • Manage calendar of deliverables for program situational awareness.
  • Various other tasking as required by PMS 407 leadership and external stakeholders. 
  • Perform additional duties as assigned.

Education and Experience

  • Bachelor’s degree plus 3 years of relevant work experience.
  • In some cases, educational requirements may be adjusted or waived for more comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • An active Secret security clearance is required for employment.

    
Knowledge, Skills, Abilities

  • Expert level communication (verbal and written), presentation, and interpersonal skills required.
  • Familiarity with NAVSEA 21 organization, preferably maintenance and modernization programs.
  • Familiarity of the Surface Ship Modernization program and Navy Modernization Process.
  • Intermediate Microsoft Excel Skills:
        - Create, modify, and format charts.
        - Use graphic objects to enhance worksheets and charts.
        - Filter data and manage a filtered list. 
        - Perform multiple-level sorting, use sorting options, and design considerations.
        - Use mathematical, logical, statistical, and financial functions.
        - Group and dissociate data and perform interactive analysis.
        - Create and modify some Macro commands.
  • Intermediate Microsoft PowerPoint Skills:
        - Create a template and work with a Design template.
        - Work with graphics, animation and multimedia, inserting movies and sound.
        - Work with the Office Suite to create slides from an outline and send slides to Microsoft Word.
        - Customize PowerPoint toolbars and automate the slide production.
        - Use AutoCorrect and the Style Checker.
  • Strong customer service orientation.
  • Ability to multi-task.
