Responsibilities/Qualification

Position Summary

Subject Matter Expert in naval ship operations and maintenance, supporting a dynamic organization in an evolving environment. Extract and analyze operational, logistics, and maintenance data from ship systems to assist in prediction and resolution of operational and maintenance issues impacting Fleet Readiness. Must be familiar with the Navy's 3 levels of maintenance.  Analyst on projects or programs that are related to military operations and strategy. 

Performs multi-faceted assignments requiring the analysis and synthesis of complex systems and projects.  Utilizes effective concepts and principles in the performance of a variety of projects.  An expert in the field and in certain client communities. Develops and evaluates plans for various projects or program activities to meet requirements and anticipates future requirements.  Assesses and recommends the feasibility of proposed approaches to solve problems. Possesses a thorough knowledge of applicable operational mission areas and national defense requirements.


Duties and Responsibilities          

Provides daily support to NAVSEA PMS443 Readiness Manager for assigned ship class.  Provides advice and recommendations to commercial and government senior level staff. Responsible for extracting operational data, conducting research, conducting analysis, and presenting analysis at up to the Flag level.

Assess assigned ship class Readiness capabilities, systemic failures, and propose potential solutions. Verify effectiveness and efficiency of implemented solutions.

Leverage shipboard knowledge and experience gained from military service to solve current and/or future problem areas affecting ship readiness. 

Review input data from a variety of sources including CASREPs (Casualty Reports), system availability, and parts usage to correctly identify root causes of systemic problems and formulate solutions that balance cost reduction with cost avoidance.  

Applies operational background and experience gained from military service and leadership roles during joint and combined operations at tactical, operational and strategic levels of warfare to solve current and/or future mission needs or to correct problem areas.

Leads and/or participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.  

Monitors standards for the quality of programs and documents.  Assists in the resolution of project and program priorities.  Assures quality control throughout all contract activities.  

Assists in the development and monitoring of budgets, work breakdown structures and other management procedures as required to manage projects.  

Demonstrates excellent writing and presentation skills to develop briefings, documents, papers, conceptual and analytical reports for clients.  

Performs additional duties and responsibilities as assigned. Maintain close coordination with Client personnel, visit and perform work at Client site as required.


Education and Experience

Bachelor’s degree in engineering or a related scientific discipline plus 3 years of relevant work experience or master’s degree plus 2 years of relevant work experience or doctorate plus 1 year of relevant work experience. 

Educational requirements may be adjusted or waived for more than 10 years of applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.  

Familiarity with surface combatant ship systems is required; familiarity with U.S. Navy ship systems is preferred.

Problem-solving skills.  

Experience in project management.  

Computer literate and proficiency in Microsoft applications.  

Excellent communication, interpersonal, and presentation skills.

A SECRET clearance is required for this position
