Position Summary

Professional analyst position supporting PEO SHIPS, PMS 377, Ship to Shore Connector (SSC) Program.  Develops problem resolution options based on thorough knowledge of the situation, globally, as well as internally, utilizing quantitative and qualitative theory and principles to develop viable options to support the next generation of Landing Craft Air Cushion (LCAC) Vehicle fleet.

Under the direction of the SSC Post Delivery Manager and within the scope of work derived from the PMS 377 contract, performs multi-faceted assignments requiring the analysis and synthesis of complex systems and projects.  Utilizes effective theory, concepts and principles in the development and implementation of analytic models and systems.  Is well-versed in the field and in certain LCAC/Navy communities.  Anticipates future Fleet requirements.  Develops and evaluates plans for various projects or program activities to meet SSC’s programmatic, post-delivery requirements.  Assesses and recommends the feasibility of proposed approaches to solve problems, including the evaluation of engineering change proposals to address deficiencies and other technological upgrades.  Possesses knowledge of applicable operational mission areas and national defense requirements. 

Duties and Responsibilities          
Provides support for the establishment of SSC Delivery trials including the oversight and development of Work Items for future Post Delivery Availabilities on LCAC 100 Class Craft.

Provides support for planning and executing Work Items during Post Delivery Availabilities on LCAC 100 Class Craft.

Facilitates the transport of the LCAC 100 Class craft after acceptance.

Oversees testing and integration efforts of any deficiencies found during delivery trials and Research and Development initiatives.

Supports the establishment of support capability for the U.S Navy and foreign militaries for the LCAC 100 Class. 

Tracks/manages post-delivery SCN budget.

Tracks/manages certifications required for Fleet acceptance of the craft.

Oversees technology implementations and upgrades.

Supports the Post Delivery Manager in the tracking of items to be performed in the PSA/post delivery period.

Manages the BT/AT for each craft.

Coordinates AITs.

Supports monthly Configuration Control Boards and weekly Configuration Management meetings

Participates in risk management reviews and assist in risk management efforts associated with post-delivery.

Support discussions with Boston Planning Yard team on post-delivery efforts.

Supports SSC Quarterly Acquisition Reviews and Quarterly Program Review meetings.

Assists in the technical validation of trial card management, both Government and contractor trial cards.

Performs a validation of technical issues that will develop into Engineering Changes; determine point of incorporate and budget impacts.

Provides policy and guidance recommendations to commercial and government senior level staff, based on thorough analysis that utilizes accepted theory, principles and methods.

Operates in multinational, interagency, joint, and service unique environments.

Applies operational background and experience gained from military service (air cushion vehicle experience, preferred) and leadership roles, as well as operational proficiency in analytic theory and principles, during joint and combined operations at tactical, operational and strategic levels of warfare to solve current and/or future mission needs or to correct problem areas.

Develops operational ideas in specialty area, and develops effective implementation schemes.  Plans, develops, coordinates, and may direct (on an ad hoc basis) several small complex projects. 

Participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.

Monitors standards for the quality of programs and documents.  Assists in the resolution of project and program priorities.  Assures quality control throughout all contract activities.

Demonstrates superior writing and presentation skills to develop briefings, documents, point papers, conceptual, and analytical reports for clients.

Performs additional duties and responsibilities as assigned.

Education and Experience
Bachelor’s degree in engineering or a related scientific discipline plus 6 years directly relevant work experience.  Master’s degree plus 5 years directly relevant work experience or doctorate plus 3 years of directly relevant work experience.

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.

Knowledge, Skills, Abilities

Experience in advanced quantitative and qualitative analysis.

Computer literate and proficiency in Microsoft applications.

Excellent communication, interpersonal and presentation skills.

A security clearance of an appropriate level is required for employment.
