As a Senior Military Analyst (Event Operations Planner), you will support this new position based on the Navy’s growing demand to employ a Live Virtual Constructive (LVC) integrated environment into fleet training events.  This task will also support emerging events in experimentation and one-off special events where strong leadership combined with thorough understanding of USN operations and technologies is essential.  The intent of the initiative is to enable all live units and virtual/constructive entities to detect, track, classify and engage all other entities and units, with both kinetic and non-kinetic effects, within the limitations of the real world systems.  The Event Operations Planner performs engineering, operations, and project management activities in order to support the training audience and training commands’ utilization of the Navy Continuous Training Environment (NCTE) and associated modeling and simulation tools.  

Duties and Responsibilities:

•         Serve as NSWC-Corona’s NCTE LVC technical and operations Subject Matter Expert (SME) in support of training events. Work with NCTE Operations and Engineering Teams to coordinate and plan systems and personnel support for events. 

•         Work closely with USFF MOC Training Team and U. S. Navy Fleet representatives to help define training objectives and produce solutions for meeting them.

•         Monitor event operations for compliance within NCTE standards and LVC Standard Operating Procedures (SOPs). Recommend changes to SOPs as needed and help to develop new SOPs as LVC training operational requirements expand.

•         Use Confluence and JIRA tools on the NCTE website to share event schedules and documents.

•         Produce Operations and Engineering FST-LVC technical project notes and event reports that clearly describe event activities, issues, and corrective actions

•         Keep leadership informed of LVC progress and issues and help coordinate resolutions for any technical or operational issues.

•         Assist in the development of the joint distributed training architecture and the integration of Aegis Afloat, Ashore and other strike group assets into architecture

•         Plan and assist in the development and integration of the Joint Semi-Automated Forces (JSAF).


•         Bachelor’s degree in engineering or a related scientific discipline plus 6 years directly relevant work experience.  Master’s degree plus 5 years directly relevant work experience or doctorate plus 3 years of directly relevant work experience.

•         In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

•         Documented leadership roles and experience; demonstrated team management undertaking complex objectives achieving desired results. 

•         U. S. Navy Fleet deployment experience (minimum of one deployment) is required.

•         Solid understanding of USN operations both combat and the variety of support ops, as well as C4I technologies and their employment throughout Naval chain of commands. 

•         Able to handle complex event dynamics while remaining focused on desired Fleet / training outcomes.

•         Working knowledge of JSAF/NCTE requirements to support distributed training architectures and/or other M&S experience

•         Working knowledge of Fleet OPS in various COCOM Theaters. 

•         Understands core USN C4I technologies.

Highly Prefer:

•         Previous team leader with at least 10 years of experience operating in Fleet operations and training environments.                   

•         Knowledge of BMD/ACS (Ballistic Missile Defense / Aegis Combat Systems) procedures would be a plus.

•         Navy training and related combat systems and C4I systems highly preferred.

•         Experience at E-7 or O-3 level, or higher.

Schedule and Travel:

•         May require flexibility to adjust working hours occasionally to match times zones around the world where events are occurring. 

•         Occasional travel is required in support of event planning conferences. 


•         Must be a US Citizen, Currently Hold and be able to maintain a US Secret clearance
