Responsibilities/Qualification

Summary:

The Department of the Navy, Navy Warfare Development Command (NWDC), United States Fleet Forces Command (USFF) is acquiring personnel with expertise to support the planning, design, execution, analysis and assessment, and reporting/product delivery of operational experimentation in Navy, joint, multi-service, and/or Allied environments.

Commander, U.S. Fleet Forces Command (CUSFFC), in coordination with Commander, U.S. Pacific Fleet (CPF) maintains program oversight for the Fleet Experimentation (FLEX) program.  CUSFFC delegates authority and responsibility for the administration, planning, execution, and assessment of the FLEX program to Commander, Navy Warfare Development Command (CNWDC).

CNWDC provides experiment leadership and support for many Fleet and other experimentation customers across a wide spectrum, ensuring development of innovative approaches and rapid development of products that solve problems/gaps for the Fleet.  In fulfilling this responsibility, NWDC examines high priority capability gaps, then solicits and selects both material and non-material potential solutions for experimentation in an operational environment. Additionally, NWDC further identifies experimentation venues (events) which best support experimentation objectives for the selected experiment initiatives.

Responsibilities:
•Produce documents and briefings related to Surface warfare, Submarine warfare, Aviation warfare, and Information warfare at the tactical and OLW.
•Provide technical and tactical subject matter expertise to NWDC government leads for OLW related experimentation.
•Produce products to include the development of draft Tactics, Techniques, and Procedures (TTP) and other doctrinal publications examined and refined in Fleet
•Experimentation efforts.
•Coordinate with principal stakeholders of Fleet experimentation efforts.
•Assist and advise in aligning and coordinating experimentation initiatives with Fleet events and venues.
•Coordinate the development of the data collection and analysis plan (DCAP) for experiment initiatives.
•Conduct experimentation planning, design, execution and produce post-experiment briefings and support.
•Produce final experiment reports based on analytical rigor.
•Develop post-experiment doctrine, organization, training, materiel, leadership and education, personnel and facilities (DOTMLPF) change recommendations.

Qualifications:

Bachelor's degree, plus a minimum of 6 years of operational experience in maritime operations at the OLW required; Master’s Degree preferred.  In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
 
•Experience in maritime operations at the OLW. 
•Candidate should be JPME qualified and have served on a numbered fleet staff or equivalent in the last 3 years. 
•Officer experience in the mission sets of Surface warfare, Submarine warfare, Aviation warfare, and Information warfare highly desired. 
•Candidate should possess strong writing skills enabling preparation of briefs, white papers and other documentation at the Flag Level.
•Travel is required to support exercise planning.
 
Current Top Secret with SCI eligibility required. Candidates with current TS/SCI highly preferred.
