Description

The NWDC M&S FST-O Lead Analyst and Team Lead Planner is a member of the Navy Warfare Development Command's (NWDC) Modeling & Simulation (M&S) Operations team in support of Operational Level FST and Maritime Operations Center (MOC) Training. The Tech Lead Analyst/Team Lead is directly responsible to the M&S OPS Director for program requirement definition inputs; schedule and resource coordination/de-confliction; allocation of FST-O resources across assigned FST-O events; standardization of exercise processes and procedures; fleet customer planning engagement; and oversight of the assigned exercise event planning, preparation, and execution.

- Manage all aspects of event planning and technical integration to include integration and operation of distributed simulation systems, networks, C4I systems, related infrastructure and interfaces, and MSEL/Scenario development required to support joint and Navy training.

- Responsible as the POC for FST-O/MOC Training Support worldwide to schedule NCTE use and support in direct support of the USFF MOC Training Team for coordination of the Navy’s training objectives throughout the Joint Event Life Cycle. Event support all MOC/Fleet AORs/warfare areas.

- Routine coordination with USFF MOC Training Team, USN MOC operations sites, USFF MOC Support Team and with NCTE Operations teams for planning, systems and network support.

- Provide advice in all aspects of M&S technologies and interfaces and coordinate their use in CCMD, and Navy Fleet level training events.

Qualifications:

- Experienced O-4 to O-6 with Master's Degree

- Experience in FST or COCOM Exercise programs a plus.

- Operational planning (working in a Maritime Operations Center – MOC) experience a plus

- In some cases, educational requirements may be adjusted or waived for more than 10 years of applicable work experience. Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

NCTE/JTEN and simulation experience a plus

Able to work proactively with little direction

Good organizational skills

Skilled on Microsoft Office (to include Visio and Project) products

Motivated self-starter

Experience interfacing with senior management

Ability to visualize overall view of systems and conceptualize and document creative solutions

Strong attention to detail

Strong customer focus, including the ability to manage customer needs and multiple work priorities

Must possess excellent oral and written communication skills

Security:

Must be a US Citizen, TS/SCI Security Clearance Required
