Description: 

The Operational Level of War (OLW) Technical Support Team M&S FST-O Operations Planner (SME) is a member of the USFF’s Modeling & Simulation (M&S) Operations team in support of Operational Level Fleet Synthetic Training (FST) and Maritime Operations Center (MOC) Training.  The Operations team provides exercise planning, system architecture and event execution solutions utilizing the Navy Continuous Training Environment (NCTE) and Navy Training Baseline (NTB) for the application of M&S technologies and interfaces for use in Joint, Combatant Commander (CCMD), US Fleet Forces (USFF) and the Numbered Fleets training, exercise and experimentation events.  The FST-O Operations Planner is critical to the process of identifying and designing simulation-based events and solution sets for FST-O/MOC Training US Navy exercises.
 

Duties & Responsibilities:
 • Responsible as the POC for FST-O/MOC Training Support worldwide to schedule NCTE use and support in direct support of the USFF MOC Training Team - specific to Navy TACAIR.  Will cross support other MOC/Fleet AORs/warfare areas. 
• Will function from the Navy Center for Advanced Modeling and Simulation (NCAMS) at the Navy Warfare Development Command (NWDC) with travel to MOC sites as required.  MOC Training will typically be scheduled 6+ months in advance. 
 • Routine coordination with USFF MOC Training Team, USN MOC operations sites, USFF MOC Support Team and with NCTE Operations teams for planning, systems and network support. 
 • Augment and support Event Planning for CCMD Exercise operations as required.  Coordination with MOC Training Team Planners for CSG level OLW experience.
 • Ideally, can serve as a TACAIR SME for MOC Training systems, tactics, operations and status. Serve as the primary TACAIR operator utilizing the Navy’s primary simulation, Joint Semi-Automated Forces (JSAF) for event support. Also, develop and execute MSELS supporting training audience objectives to include ATO and Fly-Pro products, and event liaison for participating AOC and NALE.
 

Education and Experience:
- Master's Degree
- O-4 to O-6 level experience
- Operational planning (working in a Maritime Operations Center – MOC) experience a plus
- In some cases, educational requirements may be adjusted or waived for more than 10 years of applicable work experience.  Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey

Knowledge, Skills and Abilities:
Working knowledge of FST or COCOM Exercise programs a plus. 
Working knowledge of Navy TACAIR tactics, processes, and procedures.
Working knowledge in operating the Navy’s primary simulation, Joint Semi-Automated Forces (JSAF)
