Responsibilities/Qualification

Position Summary

Analyst for a NAVSEA program, responsible for projects related to Navy business operations and strategy.  Assists in developing problem resolution products based on knowledge of the situation, utilizing quantitative and qualitative theory and principles to develop viable solutions.

Provide program management and technical analysis support for the Cruiser (CG-47) Class Phase Modernization program as well as the LHD Phase Modernization program.  Assist in conducting financial, budget, and technical analysis as necessary, and providing recommendations and solutions to NAVSEA senior leadership on all aspects of the CG-47 and LHD Phase Modernization program.  Helps consolidate, track, and maintain Phase Modernization funding needs from agencies throughout the Navy.  

Duties and Responsibilities

  • Support all aspects of planning, programming, budgeting, and execution of the CG-47 and LHD Class Phase Modernization program.
  • Ensure CG-47 and LHD Class Phase Modernization program efforts are properly planned, fully developed, and ready for installation in accordance with Program Acquisition Resource Manager (PARM) fielding plans.
  • Prepare CG-47 and LHD Class Phase Modernization program financial obligation and expenditure reports for NAVSEA leadership review.
  • Prepare CG-47 and LHD Class Phase Modernization program issue papers and briefings.
  • Assist in preparing, updating, and tracking annual funding allocation plans for PMS 407 CG-47 and LHD Class Phase Modernization program funding lines.
  • Assist in reviewing/ensuring production schedules support the approved milestones.
  • Review work packages/specifications to identify gaps/potential impacts to cost and schedule.
  • Coordinate with external activities on their funding requirements throughout the Future Years Defense Program (FYDP).
  • Assist in providing impact and recommendations briefings when budget or ship availabilities change across the FYDP.
  • Assist in developing program briefs, white papers, program plans, and recommendations to NAVSEA senior level staff.
  • Participate in working groups, analytical activities, Integrated Product Teams (IPTs), and other forums as required.
  • Additional duties as required by PMS 407 leadership and external stakeholders.        

Required Education and Experience   

  • An active SECRET security clearance is required.
  • Bachelor’s degree plus 6 years of relevant work experience or master’s degree plus 5 years of relevant work experience or doctorate plus 3 years of relevant work experience.
  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Knowledge of the Navy Modernization Process is required.
  • Intermediate level knowledge/experience with MS Office, including Excel and PowerPoint.
  • Expert level communication (verbal and written), presentation, and interpersonal skills required.
  • Strong customer service orientation.

Desired Skills and Experience

  • Familiarity with the Navy funding and budget process, to include the Planning, Programming, Budget and Execution process is ideal.
  • Knowledge of the CG-47 and LHD Class Phase Modernization program is ideal.
