Responsibilities/Qualification

SUMMARY:

Commander, U.S. Fleet Forces Command (CUSFFC), in coordination with Commander, U.S. Pacific Fleet (CPF) supports Navy and Joint objectives in multiple Combatant Command Exercises.  CPF is responsible for the administration, planning, execution, and assessment of these exercises.

The candidate will work as an integral part of the CPF assessment team and other DOD/DON experiments and exercises as directed by Commander, NSWC Corona.

The Military Analyst candidate will be required to provide or possess the following:


•         Understanding of Navy and Joint operations with the ability to capture information from a number of assessment cells and produce after action report. 


•         Provide overarching assessments on completion of desired exercise training objectives and recommendations.


•         Attend scheduled exercises, to include all Joint Exercise Life Cycle (JELC) planning events and execution.  Specific scheduled events are:

1) Valiant Shield FY18:  Execution: 11-23 Sept 2018 (K) (required arrival Guam on 5 Sept 2018 (K) and depart NET 25 Sept 2018 (K)).

2) Keen Sword FY19: Execution: 29 Oct - 8 Nov                   


•         Possess operational experience in one or more of the following areas:

1) USN, TACAIR, with surface (Air/Sea Battle) experience is ideal

2) Extensive knowledge of OPLANs, TTPs

3) Multi-service TACAIR, Surface, or Carrier Strike Group (CSG) operations


•         Execute rigorous analysis and evaluation of concept development, including examination of various proposals/positions or tests, and assess according to exercise objectives.


•         Develop the best methods/approaches to establish underlying data relationships based on exercise objectives.


•         Assist in the development of exercise objectives, plans, and recommended courses of action throughout the lifecycle of the exercise.


•         Fully participate in all phases of exercises including assisting in the execution of the Initial Planning Conference, Main Planning Conference, Final Planning Conference, Execution, and Post Execution activities.


•         Assists in the KM management of exercises using government provided portals or websites for event, initiative and analysis document development.


•         Possess strong writing skills enabling preparation of briefs, white papers and other documentation related to Navy experimentation at the Flag Level.


•         Conduct coordination with principal stakeholders of exercise efforts


•         Develop or assist in the development of the exercise data collection plan


•         Support the conduct of exercise event/initiative planning, design, and execution


•         Produce post-exercise briefings and support


•         Develop final exercise reports based on analytical rigor


•         Develop post-exercise doctrine, organization, training, materiel, leadership and education, personnel and facilities (DOTMLPF) change recommendations.


Travel: Frequent travel required to sites affiliated with CPF exercises to support technical progress discussion or for presenting deliverables.  Known travel requirements:

                Valiant Shield: Guam

Keen Sword: Japan

Known Planning Conferences:

Keen Sword: Final Planning Conference: 23-27 September 2018

QUALIFICATIONS:

Bachelor's degree in operations research preferred or at least 24 semester hours in operations research required, Master’s Degree preferred. Expertise required to execute the analyst’s tasks must include competence in the rigorous methods of scientific inquiry and analysis in addition to the subject matter of the problem.  Experience in and knowledge of maritime operations is desired. 

Candidate must hold a Secret clearance.  Top Secret (TS) SCI Access preferred.
