Responsibilities/Qualification

 

The M&S Operations Training Event SME works onsite Tactical Training Group-Atlantic (TTGL) Gallery Hall supporting Naval Surface Warfare Center - Corona (NSWC Corona) in providing Navy training throughout LANTFLT Areas of Responsibility (AORs).  The M&S Operations Training Event SME assists with the planning, design, and execution of synthetic training events for ships participating pier-side, as well as, ships conducting training at sea.  These events include Fleet Synthetic Training (FST) events (Group Commander & Joint), Ballistic Missile Defense Exercises, Navy Undersea Warfare Training Assessment Course (NUWTAC) exercises conducted by the Undersea Warfare Development Command (UWDC), and exercises being conducted using Live, Virtual, and Constructive (LVC) concepts for ships at sea.  The Operations Training Event SME also supports distributed training events at Afloat Training Group (ATG) Battle Labs (Norfolk, Virginia and Mayport, Florida) and at Expeditionary Warfare Training Group Atlantic (EWTGL) at Joint Expeditionary Base Little Creek-Fort Story, Virginia.

Duties & Responsibilities:

Serve as NSWC Corona’s NCTE FST technical and operations Subject Matter Expert (SME) in support of FST training events.  Keep leadership informed of any issues and new requirements.

Serve as a NSWC Corona’s NCTE LVC SME and provide assistance to the NCTE Live, Virtual, and Constructive (LVC) event lead with LVC training events for participating ships.

Work with Navy Continuous Training Environment (NCTE) local and remote operators and engineers, and TTGL training teams to coordinate and plan systems and personnel support for events.  Adjust daily working hours occasionally to match times zones around the world where events are occurring.  Occasional travel is required in support of event planning conferences.

Monitor event operations for compliance within NCTE Standard Operating Procedures (SOPs).  Recommend changes to SOPs as needed and help to develop new SOPs as fleet training requirements expand. 

Use Confluence and JIRA tools on the NCTE website to share event schedules and documents.  Identify, document, report, and track issues, while keeping appropriate NCTE personnel, NSWC Corona, TTGL leadership, and other stakeholders informed of status.

Additionally, the Operations Training Event SME acts as the primary liaison to TTGL for NCTE Corona employees assigned to TTGL, Gallery Hall onboard the NAS Oceana Dam Neck Annex, Virginia.

Education and Experience:

Bachelor's degree required (preferably in engineering or a related discipline) plus 3 years of experience. Educational requirements may be adjusted or waived for more than 7 years of applicable work experience; work experience exceeding 12 years highly desired.  Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data

Knowledge, Skills and Abilities:

•         Construct of Operational and Tactical Levels of Warfare events

•         Conducting Fleet, Joint, or COCOM-level exercises

•         Tactical Training Range operations and management

•         Tactical Data Link operations

•         Command, Control, Communications, Computers and Intelligence (C4I) systems and operations

•         Joint Semi-Automated Forces (JSAF) simulation or other HLA/DIS modeling tools

•         Shipboard combat and training systems

•         Well-developed personal and written communication skills

•         Proficient in the use of MS Office tools (e.g., Microsoft Work, Excel, and PowerPoint)

Must currently hold and be able to maintain a US Secret clearance, with the ability to upgrade to a US Top Secret clearance if required.
