Responsibilities/Qualification

Position Summary

USINDOPACOM’s rapid warfighting capabilities mission requires a Senior Network Administrator (SNA) that sets up, configures, and supports complex internal and/or external networks; and develops and maintains all systems, applications, security, and network configurations.

USINDOPACOM requirements range across major geographic locations requiring coordination of technology and/or production across multiple domestic and/or worldwide locations. USINDOPACOM is responsible for the oversight and management of over 75% of the earth from polar region to polar region inclusive of eastern Asia and the Pacific Islands. The customer desires new, innovative, advanced technologies and applications that will require advanced principles, theories, and concepts across program requirements.

The position supports special projects to include programs like the US Army’s Cyber Operational Architecture Training System (COATS), which supports a critical U.S. Army experimentation, test, and training architecture environment.  An SNA with DISA and Joint Information Operations Range (JIOR) experience is highly desirable.  The SNA will be working daily with approved hardware and software solutions, some experimental, for the two-way exchange of information effects between ranges (e.g., JIOR) and training networks.

The SNA will support efforts for developing simulations and simulation interfaces for training of integrated operations during Service, Joint, and Coalition exercises.  This position will routinely require work within Cyber Range environments.  Previous Cyber Range support is very desirable.  The individual will support integrating, designing, and operating a host of cyber tools and interfaces at the system administration level.

An understanding of the Cyber Reference Data Exchange Model (CyRDEM) and appropriate updates to the current eXtensible Markup Language (XML) Data Exchange Model (DEM) that represents host and network cyber effects is a strong plus. The SNA will be required to expand and integrate into one or more USA and/or Joint networks and meeting test and training interoperability standards for each.

Duties and Responsibilities

Responsible for the acquisition, installation, maintenance, and usage of complex networks that typically link numerous computing platforms, operating systems, and network topologies across widely dispersed geographic areas.

Troubleshoots and resolves complex problems to ensure minimal disruption of mission-critical applications.

Establishes network policies and procedures regarding access methods and time, and security validation checks.

Maintains network security; ensures that security procedures are implemented and enforced.

Installs and maintains network monitoring systems; performs intrusion detection as needed.

Manages network performance, maintains fault-tolerant systems and manages system backups.

Provides technical support and training to end-users.

Maintains current knowledge of relevant hardware and software applications.

Evaluates new hardware and software for large, complex networks to determine which products best meet organization/customer needs.

Participates in special projects as required.

Provides guidance to less experienced Network Administrators.

Performs additional duties and responsibilities as assigned.

Education and Experience

BS, Electrical Engineering or Bachelor’s degree in related discipline plus 5 to 7 years of directly related experience. Master’s degree preferred.  Professional certification(s) may be required.

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data

A Technical Level II (IAT Level II) certification (e.g., Security+, GISCP, GSEC, SSCP, CySA+ (formerly CSA+), or Security+ SE) is required.

A Technical Level III (IAT Level III) (e.g., CASP+ CE, CCNP Security, CISA, CISSP (or Associate), GCED, or GCIH) is desired.

Cleared for TS Information and eligible for access to SCI by the Central Clearance Facility (CCF) based on a single scope background investigation.

Knowledge, Skills, Abilities

Thorough knowledge of the principles, methods, and techniques used in network administration and support.

Thorough knowledge of modems, data scopes, patch panels, concentrators, associated terminals, and network management software.

Thorough knowledge of desktop operating systems and applications.

May require certification in one or more specific applications (such as MCSE, MCSA, CNE, CNA), depending on job assignment.
