Position Summary

USINDOPACOM’s rapid warfighting capabilities mission requires a Principal Network Engineer to serve as a senior project lead/engineer for all technical aspects and development of innovative solutions and emerging technologies to address Command Priorities across all Lines of Operation. Requirements range across major geographic locations requiring coordination of technology and/or production across multiple domestic and/or worldwide locations. USINDOPACOM is responsible for the oversight and management of over 75% of the earth from polar region to polar region inclusive of eastern Asia and the Pacific Islands. The customer desires new, innovative, advanced technologies and applications that will require advanced testing techniques that will accurately replicate real-world use and environments.

As the organizational expert in the field, individual performs on highly complex projects in the development, planning, designing, and implementation of network engineering plans and wide-scale networks. In this case will serve as operational and engineering lead for a primary networking task for USINDOPACOM.

Expected to spearhead the testing of innovative solutions going beyond the existing boundaries of current USINDOPACOM technology. Routinely works with national allies and coalition forces to include Japan, Thailand, Korea, and island nations across the Pacific.

Duties and Responsibilities

Program lead for innovative solution involving Network Commercial Solutions for Classified (CSfC) Security Support. As program lead, candidate will meet customer goal to transition capabilities to services to increase efficiency of C2 capabilities to tactical edge. Individual will direct test and evaluation efforts to support task and demonstration of the security architecture at a field demonstration event.

Defines specifications for highly complex and detailed schematics for network architecture.

Performs in-depth engineering studies and analysis and recommends hardware and software selection, implementation techniques, and tools for the most efficient solutions.

Conducts research on network products, services, protocols, and standards to remain abreast of developments in the networking industry.

Applies advanced principals, theories, and concepts.  Contributes to the development of innovative principles and ideas.

Determines methods and procedures necessary to obtain desired results.

Recommends new hardware and software improvements to overall network design to best meet organization/customer needs.

Monitors the implementation of networks to assure proper execution and provide resolution for complex system issues.

Prepares cost/benefit estimates for network design, development, and implementation.

Conducts project planning, cost analysis and vendor comparisons.

Acts as advisor to management and customers on advanced technical research studies and applications

Provides training and assists lower level engineers

Performs additional duties and responsibilities as assigned.

Education and Experience

Master’s degree in related engineering discipline plus 10 to 12 years of directly related experience.  Professional certification(s) may be required.

In some cases, educational requirements may be adjusted or waived for more than 20 years applicable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data

Cleared for TS Information and eligible for access to SCI by the Central Clearance Facility (CCF) based on a single scope background investigation.

Must reside on Oahu, HI or willing to relocate to Oahu.

Knowledge, Skills, Abilities

Demonstrated command of engineering of principles, methods, and techniques in network design and development.

Advanced knowledge of network protocols, servers, switches, modems, data scopes, patch panels, concentrators, associated terminals, and network management software.

Must be able to travel across the INDOPACOM AOR and return for CONUS meetings approximately 30% of calendar year.
