Position Summary:

Alion Science and Technology supports the Naval Information Warfare Center Pacific (NIWC PAC) and United States Marine Corps (USMC) program for Command, Control, Communication, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Networking-On-The-Move (NOTM).  Under our contract, we enhance C4ISR NOTM systems to keep pace with advancing technology; reduce size, weight, and power; and deal with the transition of satellite communications (SATCOM) bandwidth to a Department of Defense (DoD) governed band. 

Alion has supported NIWC PAC's development and fielding of NOTM systems to enhance deployed USMC tactical SATCOM systems since 2009.  Our analysis, research, and development efforts have resulted in the successful fielding of multiple Ground Combat Vehicles (GVC) and Airborne Point of Presence variants, GCV Staff Vehicle variants, engineering change revisions, the Tactical Modem Kit, and the Tactical Power Supply.  We also supported NIWC Pacific’s collaboration with the Army’s Tactical Network (TN) program to achieve commonality in the design of components for NOTM and TN systems to realize cost savings through economies of scale.

Alion Science and Technology has an immediate opening for a NOTM Technical Liaison to support an existing NIWC PAC contract in research, development and expedited fielding of Command and Control (C2) capabilities on tactical platforms, including Joint Light Tactical Vehicle, Assault Amphibious Vehicle, High Mobility Multipurpose Wheeled Vehicle, and tactical fixed and rotary aircraft.   

Responsibilities/Qualifications

The NOTM Technical Liaison will perform high level planning, research, analysis, evaluation, documentation, and report preparation in support of a highly complex communication system program.  This will include technical analysis of a wide variety of engineering, sustainment, and logistics problems involving C2 systems and their related IT and communications systems interfaces.  The selectee must understand the Operation, Maintenance, and Sustainment of current and legacy systems and will be expected to quickly become knowledgeable in the functionality and programmatic history of the NOTM system.  The selectee will be expected to interface frequently, often in person, with the Marine Corps Systems Command Program Management Office in Quantico, VA.

Duties and Responsibilities:

The Network Technical Liaison will provide critical technical knowledge to support NIWC PAC.  The selectee must leverage a diversified skill set of tactical network communication knowledge, engineering, and operational experience to meet the job duties and responsibilities listed below:

• Work directly with the NOTM Program Office, Headquarters Marine Corps (HQMC) Command, Control, Communications, and Computers (C4), and HQMC Combat Development and Integration (CD&I) to develop Marine Corps Warfighting and References publications related to NOTM capabilities.
• Work directly with Marine Corps Formal Schools, HQMC C4, and HQMC CD&I to assess existing course curriculum at formal schools and conduct engineering assessments of facilities and infrastructure to support training of NOTM capabilities at formal school locations.
• Support engineering assessments and prepare engineering documentation (white papers, decision papers, technical manuals, training materials, user manuals, etc.) to support current and future NOTM variants.
• Provide technical liaison support to the NOTM Program Office and NIWC PAC on NOTM-related and other On The Move technologies and programs.  This will include the preparation and presentation of formal briefings to staff, project clients, and other outside agencies.
• Provide technical support to demonstrations, fielding and troubleshooting as required.
• Provide comprehensive representation and/or technical support at offsite project locations, including the formulation of client requirements for analysis.
• Participate in short- and long-range planning in communications systems and spectrum management projects.
• Identify opportunities for new program initiatives and follow-on tasking for current projects.
• Provide guidance and direction to less experienced staff on highly complex problems.
• Comply with all quality assurance and security procedures in the performance of duties.

As a requirement for selection and continued employment, candidate must fully comply with all current Federal, state, and local government COVID-19 requirements, and any additional Program Office, company, and command/agency directives.

Education and Experience:

• Bachelor's degree and no less than 10 years of relevant work experience in U.S. military or foreign Communications-Electronics (C-E) systems and environments or in spectrum management.  In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work or military experience. Work experience may be adjusted for highly specialized knowledge and/or uniquely applicable experience.
• Full understanding of Marine Corps Training analysis, planning and implementation, including New Equipment Training, Sustainment Training, Ascension Training, and Formal Schools training.
• Working knowledge of C2 concepts with specific interest in extending C2 to unit and individuals in support of the full range of military operations.
• Familiarity with DoD systems acquisition policy and procedure, and supporting systems engineering requirements.
• Excellent communication, presentation, and interpersonal skills.
• Strong customer service orientation.

Desired skills and experience:

• Prior experience supporting the NOTM Program Office
• Solid understanding of DoD Acquisition, Logistics, Sustainment, Testing & Evaluation, and maintenance processes.
• Knowledge of DoD Architecture concepts and artifacts.
