Operations Planner / Sr. Functional Analyst

The M&S Operations Planner is a member of the Navy Warfare Development Command's (NWDC) Modeling & Simulation (M&S) Operations team in support of Navy Warfare Development Command’s (NWDC) Fleet Experimentation Division, and specifically for use of the Navy Training Baseline (NTB) and Navy Continuous Training Environment (NCTE) capabilities in support of NWDC’s Fleet Experimentation.  The Operations Planner shall plan, coordinate and assist in the execution of NWDC events, including war games, exercises, and experiments. The Operations Planner is critical to the process of identifying and designing simulation-based experiments and solution sets for US Navy experiments.  As NCTE SME for N8 Experimentation events, operations, and status, the Operations Planner will:

  • Support experiment planning and contribute input for the development of related planning products in the following capacities:  planning control, engineering planning, manning planning, logistics planning, information management planning, and training planning.
  • Participate in and support experiment campaign and event planning conferences and experiment related meetings.
  • Be responsible as single NCTE POC for Experimentation Support worldwide to schedule NCTE use and support in direct support of USFF Experimentation Team.
  • Be familiar with and recommend appropriate modeling and simulation tools to support experiment objectives.
  • Function from NWDC with travel to supported sites, as required.  Experiments will typically be scheduled 6+ months in advance.  
  • Conduct routine coordination with NWDC’s Experimentation Team (N8) and NCTE Operations and Engineering teams for planning, systems and network support. 
  • Augment and support NCTE Event Planning for COCOM Exercise operations as required.  Coordination with MTT Planners for CSG level FST and FST-O interaction.
  • Provide the operational coordination for NWDC experimentation and event efforts including scheduling the Navy Center for Advanced Modeling & Simulation (NCAMS), and de-conflicting other NWDC-supported experimentation/exercises. 
  • Organize, coordinate and provide oversight to all operational aspects of NWDC simulations including providing operations expertise to direct C4I and M&S efforts.
  • Prepare and/or present briefings, presentations, and technical papers that describe experimentation technical approaches, architectures, and/or operational techniques as directed by NWDC management.
  • Be a direct liaison with the designated customer and performers from other supporting organizations, as directed by NWDC management for special events, experiments, and events.


  • Bachelor's Degree
  • 6+ years military experience.  10 or more years of experience highly preferred
  • Experience in military experiments, wargames, and exercise programs a plus    
  • Preference for Modeling and Simulation training experience with Joint Semi-Automated Forces (JSAF)
  • Familiarity with Navy/NCTE C4I Systems interfaces
  • Security Clearance Required.  SECRET with ability to gain Top Secret clearance.
