Responsibilities/Qualification

SUMMARY

The Physical/Facilities Security Officer reports to the Manager within the facility with a dotted line reporting relationship to the Corporate Security Officer. Under technical supervision of the Corporate Security Officer and the Law Department, perform as a Facility Security Officer (FSO).

RESPONSIBILITIES

Develop and implement an initial vessel physical security plan, anti-tamper plans, COMSEC space certification plan for a vessel at sea

Develop follow-on physical security plan for vessel underwayand assist with underway testing and physical security requirements identification of vessel

In compliance with the NISPOM, oversees standard aspects of the DOD or other industrial security programs to guarantee conformity with government and company security policies and procedures. Primary duties include the daily oversight of the security program, program inspections, audits and investigations. 

Duties include the use of JPAS to initiate, process, and maintain security clearances for employees in the facility where located, to include the compilation of SF86 packages and fingerprinting.

Conducts security briefings and develops and administers effective security education program. Investigates security incidents and violations. 

Develops the security policies and procedures required for the classification, downgrading, upgrading, and safeguarding of classified information at the local facility. 

Candidate must be detail oriented and have the ability to communicate effectively both orally and in writing. Candidate must have the ability and flexibility to multi-task as situations arise.
Directs and monitors all of the technical aspects of the facility DoD or other industrial security program.

Performs duties as Facility Security Officer for a cleared facility. 

Ensures the timely processing of initial clearances and maintenance of current security clearances, using the JPAS system which includes eQIP.

Conducts all administrative tasks associated with the industrial security operation to include executing briefings and drafting letters, memoranda, policies or procedures on security matters, as required.

Ensures compliance with all government regulations affecting the facility, export-related regulations, and where necessary acts as back-up to Health and Safety staff to comply with Occupational Safety and Health Administration (OSHA) regulations and procedures.

Identifies and assists with investigations of any security violations and/or suspected compromises. Notifies, appropriate government entities to include the Defense Security Service.  Coordinates with the Law Department, Corporate Security Manager, management and HR, as necessary.

Provides advice and assistance to Alion staff in connection with security matters.  Maintains liaison with HR, Contracts, Export and other corporate departments related to security matters.

Proactively identifies and apprises management of developments, problems, and/or general status of facility security operations.

Provides support and assistance to other Alion locations and subcontractor personnel on security issues as needed.

Hosts government inspectors for security inspections at cleared facilities as needed.

Assists in development of and monitors department budget as required.

Provide overall program leadership and guidance to company junior or Assistant Security Officers.

Performs additional duties and responsibilities as assigned.

EDUCATION AND QUALIFICATIONS

Bachelor's Degree and 5-7 years of relevant experience

Must be a US citizen.  Must be eligible to obtain and maintain US Government Secret clearance.  Active Secret clearance preferred.

Experience with Navy ship security standards and practices

Experience with anti-piracy systems for shipboard use

Strong knowledge of the NISPOM and the aspects specific to an Industrial Security Program.

Strong knowledge and use of the features and applications offered on the DSS website which includes JPAS (with eQIP), ISFD, ENROL and e-FOCI.

Knowledge and experience conducting investigations and drafting policies and procedures.

Knowledge of managing cleared facilities.
Experience as a COMSEC Custodian a plus.

Knowledge and experience in setting up and managing Special Access Programs a plus.

Successful completion of fundamental DSS Academy courses required.

Knowledge of Automated Information Systems procedures a plus.

Knowledge of the DoE or other government security regulatory manuals a plus.
Strong written and oral communication skills.

Strong leadership and interpersonal skills.

Competent Microsoft Office skills.
