Job Description

Position Description

Objective. The objective of this requirement is to acquire A&AS for the 16th Air Force, SM Enterprise in support of Information Operations, Cyber and Space Control Operations for support and oversight for other customers/mission areas.  There is a need for dedicated contractor support at 16AF/AP5/8 to advise and assist the SM Enterprise in carrying out daily operations, future acquisitions, and SM collection and production task management.

Position Specific Responsibilities:

  • Support coordination and execution of 16AF/AP SCC oversight efforts:
  • Support system/capability assessments to determine the system’s inherent capability to perform SIGINT functions. Technical findings/observations and intelligence oversight recommendations shall be documented via memorandum.
  • Review test/activity plans, capabilities documents and intelligence/special collection requirements. Observations and recommendations shall be documented via SCC/Intelligence oversight guidance memorandum and shall focus on ensuring compliance with SIGINT Policy and intelligence-related instructions, regulations and directives. Where required, provide comments via comment resolution matrices.
  • As required, create or update applicable Special Missions United States Signals Intelligence Directives (USSID) and SIGINT Policy documentation.
  • As required, develop draft USSID SP0009 Waiver and SIGINT Concept of Operations (CONOP) documentation.
  • As required, review, update or create new Special Missions intelligence oversight, trusted agent and data protection policy documentation.
  • Assist with composing position papers, background papers and briefings.
  • Assist with organization, tracking and release of SM Enterprise generated technical reports and data. As required, review products, data protection plans and trusted agent agreements. Interface with Special Missions production centers and customers, providing feedback and guidance as required.
  • Support management, tracking, coordination and resource deconfliction for the mission area (organize, training & equip). 

Coordinate with National Security Agency (NSA), Air Force Cryptologic Office (AFCO) and customers as needed to ensure requirements are understood, test/activity plans and system capabilities are well documented and contain required information, and to ensure 16AF/AP is applying current policy consistent with NSA intent.

Education/Certifications:  

  • 0-2 Years with BS/BA
  • 6-8 Years with No Degree

Relevant Experience:

Must have at least five years of experience in SIGINT operations and SIGINT policy within the last 8 years.
