Position Summary

As a member of Alion’s Government Contracts Strategic Solutions (GCSS) and using established processes and procedures, leads the development, evaluation and implementation of complex pricing strategies and models based for a high volume of task order proposals under several strategic IDIQ contracts. Conducts research and performs competitive pricing analysis. Monitors ongoing competitive environment to ensure practices do not adversely impact company reputation or customer satisfaction.

Duties and Responsibilities

Leads the preparation of a fully compliant and competitive cost and pricing volume, establishing and coordinating schedules, cost/price model development, and cost narrative.

Primary interface with the capture manager, proposal writers and technical personnel in the preparation of the cost proposal. 

Utilizes overall knowledge of company bid-rate structure to develop and analyze various pricing scenarios within extremely tight and strict proposal schedules.

Develops estimates of highly complex labor, material, equipment, and other direct cost structures.

Performs advanced analysis and modeling to perform various “what-ifs” that improve competitive position and/or profit.

Develops, recommends and/or reviews estimates of labor, materials, subcontractors or other direct costs.

Recommends positions for pricing and reimbursement strategies for current and future products across all relevant customer and market segments.

May review customer awards, debriefs, and FOIAs to determine competitive pricing.

Maintains current knowledge of relevant regulations, laws and best practices.

Complies with Alion’s Cost Estimating Manual in the performance of job duties.

Works in collaboration with other Pricing Analysts in the GCSS and other Alion departments.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in related discipline plus at least 10 years of directly related experience in pricing/proposal development or a Master’s degree and eight years of experience.

In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data

Knowledge, Skills, Abilities

Thorough knowledge of the FAR, DFAR & CAS.

Strong knowledge of all types of contracts (T&M, CPAF, CPIF, CPFF, FFP) and cost/price analysis.

Able to review and analyze RFPs to understand and communicate proposal requirements.

Highly organized and detailed oriented; able to multi-task and handle simultaneous proposals.

Excellent communication and interpersonal skills.

Proficient with Microsoft Excel, Word and PowerPoint.
