Alion is looking for a Principal Agile Systems Engineer (PASE) to support the GSA OASIS/FEDSIM Hyper-Innovative Operational Prototype Engineering (HOPE) program. 

The HOPE systems engineering challenges require the ability to inspire a large team of diverse, highly motivated and innovative engineers, to find creative, integrated, state of the art technical solutions and rapidly develop protypes that solve complex problems.   The Team is geographically separated and reliant upon collaboration tools to employ the latest agile engineering frameworks/approaches to realize short timelines in a multi-domain environment, integrating legacy, COTS/GOTS, and emerging capabilities.  If you have the requisite qualifications, enjoy working in a high operations tempo environment with an outside the box and responsive team, and desire to have immediate and lasting impacts from leveraging technology, this role is ideal for you!

The HOPE Task Order will have a $550M ceiling over five years. The TO supports a government customer who conducts advanced development and rapid prototyping to enhance Intelligence, Surveillance, and Reconnaissance (ISR) technology through air, space, and cyberspace to directly support tactical units, warfighters, and Combatant Commanders. This TO will provide the full spectrum of Research, Development, Test, and Evaluation (RDT&E) systems engineering services in support of rapid prototype development and integration activities to meet the emergent requirements of our customer and its stakeholders.

As a member of the HOPE Agile Systems Engineering Team, you will be responsible for all facets of systems engineering, leading to the successful delivery of rapid prototypes, supporting analyses, and tested/ verified solutions, ultimately for transition to end users.

The successful candidate will directly assist the Lead Systems Engineer (LSE) on technical performance on assigned efforts from inception through completion, across all SE disciplines, skill sets, and mission domains.  The Principal Agile SE is key to assisting the LSE to develop the vision, processes, prioritization, plans, projects, measures of success, testing, and lasting operational suitability, in responding to the customers’ needs, on an aggressive schedule.


Responsibilities of the HOPE PASE include, but are not limited to:

  • Supporting a large portfolio of projects that touch a cross-section of current and new technologies.
  • Developing and monitoring technical options and decisions, including requirements, analysis of alternatives, test and evaluation plans, and sustainment planning.
  • Developing and leading FEDSIM technical deliveries for SE rigor, discipline, completeness, design detail, cost effectiveness, testing accuracy, and operational effectiveness.
  • Preparing technical analyses, briefings, and reports, reflecting operational impacts, design trades, and performance, schedule, cost, and risk considerations.
  • Supporting the LSE in establishing and maintaining effective relationships with the PM/ PMO team, customers, subcontractors and other outside organizations.
  • Contributing to the identification of technical personnel requirements, training, and collaborative tools and culture to ensure an innovative SE culture.  Mentor junior and mid-level engineers on the program’s processes, tools, methods, and culture.
  • Supporting the LSE in prioritizing workloads and determining appropriate assignments to technical team members, based on background, specialties, and technology areas.
  • Co-author, review, and ensure timely delivery of technical deliverables, including requirements documents and CONOPS, through Analysis of Alternatives (AoAs) and design trades, to test plans/ reports.

Required Education and Experience:

  • Bachelor’s degree in Science, Technology, Engineering, or Mathematics (STEM) and at least 12 years of relevant experience (or a Master’s STEM degree and at least 10 years of experience).
  • At least five years of experience leading small teams in providing support to DoD and/or IC organizations/ agencies.
  • At least 10 years of experience leading an engineering team in conceiving, planning, and conducting research and analysis for complex technological problems of considerable scope.
  • At least 10 years of systems engineering experience, including complex engineering design and delivery (all phases of the SE “V”), development and implementation of Systems Engineering Management Plans (SEMPs), capability road mapping, and the generation, use in design decisions, and governance of DoD Architecture Framework (DoDAF 2.0) artifacts.
  • Experience in agile/ scrum, DevSecOps, spiral or evolutionary acquisition, or other rapid development approach, leading to sustainable fielded warfighter capabilities.
  • Strong customer service mentality along with a collaborative team mindset, and excellent communications, presentation, and interpersonal skills.
  • US Citizenship and a current TS with SCI eligibility.

Highly desired but not mandatory:

  • Master’s degree in general Engineering or in a specialized engineer technology technical discipline (e.g. Electrical, Systems Engineering, Aeronautical, etc.).
  • At least five years of experience providing rapid prototyping or development and performing test and evaluation activities.
  • At least five years of experience in the identification, development, and application of multiple technology sources (Signal Intelligence, Geospatial Intelligence, etc.) technologies, applications, and knowledge of multiple engineering technology systems and data flow.
  • Ability to integrate across domains and technology areas, such as artificial intelligence, C4ISR, Electronic Warfare/ spectrum, User Interface/ HMI, EM/RF design, communications, radar/SA/GMTI, video/ FMV, PNT, big data, hybrid cloud, S/W engineering, and SE disciplines (e.g., RMQSI, EMI/EMC, etc.).
  • Awareness of modelling and simulation, multiple levels of security, cyber security and the Risk Management Framework (RMF), recent DoD 5000.02 Pathways guidance, DoD’s Digital Engineering initiative, and classified enterprise SILs and integrated tool suites (for development and testing, ideally applied toward rapid prototyping.
  • Hands-on experience with several IT tools supporting AF, DoD, and IC projects, such as MS Office, JIRA, Hyperformix, Confluence, DOORS, Clear Case, Solidworks/ PDM, JAMA, System Architect, SPARX, Expert Choice, Automated Test Tools, etc.
  • An active certification in Defense Acquisition Workforce Improvement Act (DAWIA) Level II Research and Development, commensurate DAU coursework, or several years of active participation in INCOSE.
