Job Description


As part of an integrated team, the CPIC Analyst will develop a new agency CPIC work stream that will operate within an integrated portfolio management framework.  Using industry best practices, s/he will develop from the ground up the Pre-Select, Select, Control and Evaluation phase activities that enable the agency to complete IT investment management. The CPIC Program will compliment an IT Governance structure that enables transparent decision-making about each investment as well as the composition of the IT portfolio.  The candidate will help interpret how CPIC activities impact or are impacted by enterprise architecture, IT governance, project lifecycle adherence and overall portfolio management.  S/he will develop process, policies and procedures that prescribe and describe to agency stakeholders how each CPIC phase will be conducted within the integrated portfolio framework.  The successful candidate will incorporate organizational change management strategies into CPIC process improvement implementation.

Duties and Responsibilities:

  • Facilitate the interpretation of agency strategy among stakeholders, and assist in developing a portfolio that aligns programs, projects and operations with IT strategy.
  • Summarize evaluation performance results for executive management to enable analysis and decision-making for in-use system assets.
  • Conduct portfolio analysis and visually demonstrate the characteristics of the agency’s portfolio by comparing portfolio components using categorization and criteria.
  • Interpret business cases and help strengthen them using pre-determined scoring criteria as a guide.
  • Assist in developing and facilitating an agency intake process for potential IT projects.
  • Review and understand the technical condition of in-use and in-development systems in order to help facilitate board discussions that may lead to accelerating, modifying, enhancing, modernizing canceling, temporarily pausing or decelerating projects and systems. 
  • Assist project managers in updating investment documentation which includes risk management plans, project management plans, acquisition plans, cost-benefit analysis (CBA), analysis of alternatives (AoA).
  • Document IT Security priorities so that security and privacy requirements are included when developing overall agency strategy.
  • Assist in developing investment scoring models so that a portfolio can be easily prioritized and ranked.
  • Assist in the development of a proposed spend plan for a portfolio; assist in the comparison of current year (CY) spending to future year (FY) spending. 
  • Assist in developing all facets of board support.  Support the development of a meeting timetable for recurring meetings.  Assist in designing and developing board review packages.
  • Interpret cost and schedule investment/project performance using variance analysis and earned value management methodology.  Advise on the development of corrective action plans and develop performance briefings with recommendations for action.
  • Understand the role of a project portfolio management tool in portfolio analysis, demand management (pipeline management), resource allocation, financial management, project execution and project reporting.
  • Develop and work effectively with team members, the government lead and other stakeholders during CPIC program design and implementation.
  • Train appropriate customer staff on CPIC, new policies and guidance, and new business process.
  • Provide appropriate staff and agency leadership with periodic status updates and executive briefings
  • Provide performance analysis and benchmarking.
  • Provide CPIC subject matter expertise.

Education and Experience:

  • Bachelor’s degree in specialty focus plus:
    • 5+ years of experience in performing, improving or building CPIC processes; 10-12 years of professional experience
    • Understanding of Enterprise Architecture principles and methodology
    • Understanding of how CPIC, EA, Budget Formulation, IT Project Lifecycle Management and IT Governance integrate.
    • Experience with portfolio management tools
    • Experience with process improvement, strategic planning, change management, and organizational redesign is required.
    • Strong business writing skills in the areas of investment management, governance and/or project management
    • Strong communication, presentation and interpersonal skills
    • Excellent customer service skills 
  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Knowledge of the client industry, customers, organization, and business objectives as well as problem solving capability.
  • Utilizes advanced knowledge of process improvement, strategic planning, change management, and organizational redesign in determining solutions.
  • US Citizenship and a Secret security clearance is required.
