Position Summary

USINDOPACOM’s rapid warfighting capabilities mission requires a Principal Human Factors Engineer to support all technical aspects and development of innovative solutions and emerging technologies to address Command Priorities. Individual will support experiments and demonstrations with an emphasis on analysis of the humans within the system, device, structure, of function tested. Requirements range across major geographic locations requiring coordination of technology and/or production across multiple domestic and/or worldwide locations. USINDOPACOM is responsible for the oversight and management of over 75% of the earth from polar region to polar region inclusive of eastern Asia and the Pacific Islands. The customer desires new, innovative, advanced technologies and applications that will require advanced testing techniques that will accurately replicate real-world use and environments.

As the organizational expert in the field, conducts highly complex human factors engineering or research projects from problem definition through product delivery. Conducts studies in human/machine interaction, equipment/facilities design, environmental design, and human performance assessment. Designs experiments and usability testing, oversees data collection and analysis of behavioral data

Works directly with senior technical personnel, program managers, and external organizations in the planning, oversight, execution, and evaluation of multiple complex technical solutions related to a program’s system and technical product development. Applies intensive and diversified knowledge of scientific principles and practices in broad areas across one or more technical disciplines.  Maintains a liaison role for technical matters with staff and customers, and acts independently on technical issues within his/her field of expertise. Routinely works with national allies and coalition forces to include Japan, Thailand, Korea, and island nations across the Pacific.

Advises program managers on challenging technical issues, coordinates the use of senior technical resources across the organization on multi-disciplinary problems, and provides technical guidance and leadership to less-experienced engineers and other technical staff. Works within a peer group of senior technical staff to periodically review technical plans, results, and work products.

Recognized within Alion and the technical community as an authority in one or more technical specialties. Typically publishes professional and scientific papers and patents and is expected to support USINDOPACOM issue papers for OSD and national command authority review.

Duties and Responsibilities  

Performs complex and advanced engineering work in design, evaluation, planning, testing and operation in support of system development, engineering analysis and research for one or more programs.

Program one will involve coalition partners in the Pacific and supports USINDOPACOM cyber training and exercise requirements by providing cyber range engineering services for training, testing, and experimentation activities.  Candidiate will work with network, systems, cyber, and training experts to assist in development of toolsets and hardware that will aid in development of cyber training objectives to partner nations.

Provides technical advisory and consulting expertise to programs and projects under development, acting as a recognized authority in the appropriate scientific field.  Provides engineering subject matter expertise, guidance and work leadership to technical staff and other internal groups. Serves as a technical specialist for the organization in the application of advanced theories, concepts, principles, and processes.

Serves as program technical team lead.  Prioritizes technical issues, plans technical approach, and works with program managers to develop schedules and staffing plans to support program delivery milestones.  Supports program risk identification and management activities.  Coordinates the application of the organization’s technical resources when required. 

Develops and provides final technical review of major technical reports, status reports, letters, technical memoranda, contract reports and formal briefings.  

Conducts independent technical investigations and provides impact assessments and design recommendations to clients.  Provides assurance that technical projects are performed in a technically proficient manner and ensures conclusions and recommendations are supported by the analyses presented.

Contributes original ideas and innovations to both solicited and unsolicited proposals that result in the expansion of ongoing programs or new program starts.  Develops related briefings and provides understandable and compelling presentations of technical ideas/proposals.

Complies with applicable quality and security procedures in the performance of duties.  Establishes and monitors standards for internal quality programs.  Provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.

Performs additional duties and responsibilities as assigned.

Required Education and Experience (Mandatory)

  • Master’s degree in engineering plus 10 to 12 years relevant work experience.
  • Cleared for TS Information and eligible for access to SCI by the Central Clearance Facility (CCF) based on a single scope background investigation.
  • Preferred residence in area outside of Oahu, HI, but work is located on Oahu and across USINDOPACOM area.

Desired Experience:

Doctorate degree preferred. 

DoD experience a strong plus.

Knowledge, Skills, Abilities

Expert knowledge of advanced engineering principles, methods, and techniques in more than one area of expertise.

Expert knowledge of relevant tools, equipment, hardware, and software.

Excellent customer and organizational level communication, presentation and interpersonal skills.

Must be able to travel across the INDOPACOM AOR and return for CONUS meetings approximately 30% of calendar year.
