Overview

Alion Science and Technology supports the Naval Information Warfare Center Pacific (NIWC PAC) and U.S Marine Corps (USMC) program for Command, Control, Communication, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Networking-On-The-Move (NOTM).  Under our contract, we enhance C4ISR OTM systems to keep pace with advancing technology, reduce size, weight, and power (SWaP), and deal with the transition of satellite communications (SATCOM) bandwidth to a Department of Defense (DoD)-governed band. Alion has supported NIWC PAC's development and fielding of NOTM systems since 2009 to enhance deployed USMC tactical SATCOM systems. Our analysis,research, and development efforts have resulted in the successful fielding of three ground combat vehical (GVC) and two Airborne Point of Presence variants and six GCV Staff Vehicle Kit (SVK) variants, plus Block B and C engineering change revisions, the Tactical Modem Kit (TMK), and the Tactical Power Supply (TPS). We also supported SSC Pacific’s collaboration with the Army’s Tactical Network program (formerly WIN-T) to achieve commonality in the design of components for NOTM and TN systems in order to realize cost savings through economies of scale.

Alion Science and Technology has an immediate opening for a Senior Link16/TADIL J System Engineer in support of and existing Naval Warfare Center Pacific (NIWC-PAC) contract supporting the research, development and expedited fielding of Link 16/ TADIL J capabilities. The Senior Link16 System Engineer supports NIWC PAC in their work to transform, modernize, improve, and sustain current and future operational tactical Command and Control needs such as Link16 /TADIL J into effective and affordable C2 capabilities for Navy, Marine Corps, Joint, and Coalition warfighters.  Efforts directly contributes to NIWC PAC’s direct support of the Marine Corps System Command’s Networking On The Move material solutions that integrate C2 capabilities on various Air Ground and Sea platforms to meet current and emergent needs.

Responsibilities/Qualifications:
The Senior Link16/TADIL J System Engineer will be work on customer site located in San Diego.  The Senior Link16/TADIL J system Engineer will be responsible for research, development and integration of Link16 capabilities inclusive of integration into NOTM systems’ architecture.  The selected engineer leverages engineering best practices and in depth knowledge of Link16/TADIL J networking combined with networking expertise to research, analyze and develop approaches that support NIWC-PAC engineering efforts.

Duties and Responsibilities:

Must have a thorough understanding and application of L16/TADIL J operations combined with working knowledge of tactical networks and be able to research, plan, configure, and train operators on the integration and implementation of Link16 capabilities on tactical platforms on which NOTM is employed.

Supports all aspects of Link 16 system engineering processes:

  • Supports definition of system requirements and allocation of System and Subsystem requirements associated with Link16/ TADIL J systems integration.
  • Provides subject matter expertise in design and certification of systems/subsystems.
  • Leverages Link16 operational employment experience to identify, analyze and report solutions to meet operation needs.
  • Verifies Link 16 interoperability, portability, security, or scalability with regard to system architecture.
  • Provides subject matter expertise on the development and troubleshooting of systems.
  • Supports operations and maintenance support for Link16-related operations.
  • Reviews and/or develops engineering documentation such as system specifications and test procedures.
  • Plans and conducts systems engineering, engineering analyses, trade studies and feasibility assessments in support of systems engineering activities including technical support for Analyses of Alternatives (AoAs).
  • Develops change proposals to NOTM manuals with regard to Link16 integration, maintenance and training.
  • Identifies/reviews system and subsystem interfaces and information exchanges pertinent to the successful implementation of Link16 within the NOTM system architecture.

Education and Experience

Bachelor's degree in Systems Engineering, Information Technology, Information Systems or related discipline plus 10 to 15 years of directly related Link16 or equivalent experience is required. In some cases, educational requirements may be adjusted or waived for more than 4 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Demonstrated knowledge of Link 16 MIL-STD 6016 and MIL-STD 4175. Demonstrated knowledge of JTIDS and system designs.

Demonstrated knowledge of Link 16 crypto requirements.

Demonstrated understanding of interface control documents for Link 16 portable terminals.

Desired skills and experience:

U.S. Marine Corps C2 experience

8 years Acquisition Program Management support or system development experience

8 years of specific Link16 system engineering experience.
