Responsibilities/Qualification

 

Alion is under contract to support the Navy Information Warfare Center Pacific providing technical and program support to the C4ISR Networking on the Move Program of Record.  Products C4ISR networking on the move hardware and software, cybersecurity support, and procurement support.

Position Summary

Under the direction and in support of the Alion Portfolio Manager, the Program-Project Administrator provides leadership and executes the administration and tracking of highly complex and varied contractual commitments. Will track key project tasks, monitor project deliverables and timelines, develop reports, track financials, manage subcontractors, and other program management duties as assigned.

Duties and Responsibilities:

  • Assist the Portfolio Manager with the program cost and schedule from inception through completion. The Program-Project Administrator will not be solely responsible for program financials, but will interface with and assist the Project Controller as needed to monitor and report financial status both internally and externally.
  • Perform analysis, development, and review of program administrative operating procedures.
  • Coordinate with the Portfolio Manager, Project Controller, and Subcontractors to develop and monitor the overall program plan, including time and cost estimates.
  • Coordinates schedules to facilitate completion of proposals, contract deliverables, task order review, briefings/presentations, and IPR preparation.
  • Assist Portfolio Manager in management of subcontractors to ensure project outputs are delivered on schedule and within funding.
  • Coordinate all Subcontractor/Vendor activities on the program, including:
    • Review and edit Statements of Work (SOWs), or craft SOWs from submitted White Papers, to include all required contractual deliverables.
    • Conducts or assists in negotiations with suppliers to obtain products and services at the best quantity and cost in order to ensure end-users needs are met; negotiates delivery, terms and conditions, and pricing. Identifies future procurement opportunities to further procurement strategies.
    • Processes and completes highly complex purchase orders; determines prices from available vendors which meet cost and quality guidelines; places orders; verifies receipt of purchase
    • Facilitate new subcontracts by coordinating with Alion Procurement through the RFP and proposal phase.
    • Solicits suppliers/vendors for materials/products/services through formal Requests for Services (RFS) and/or Requests for Proposals (RFPs) and informal channels. Receives and evaluates proposals, quotations, and bids for acquisitions.
    • Maintains communication with suppliers during course of procurement action in order to ensure timely delivery in compliance with the requirements of the procurement document.
    • Coordinates the procurement of materials, products/services and equipment necessary for the operation of the project or program.
    • Analyzes bids for specification compliance, prices, delivery commitments and past performance; utilizes online systems as a resource for procurement.
    • Draft Non-Competitive Source Justification documentation if required.
    • Interface with Subcontractors after subcontract award, to include coordinating budget, deliverable, and reporting inputs.
    • Maintains approved supplier/vendor database. Monitors supplier/vendor performance through the administration of supplier/vendor measurement programs; makes recommendations for additions to and deletions from the supplier/vendor database as appropriate.
    • Review subcontractor invoices for accuracy and approve.
  • Provide internal/reach-back support for the Alion Portfolio Manager as needed; coordinate internal Alion program management processes to accomplish program’s goals.
  • Assists in budgetary, billing, and financial management
  • Create a tracking mechanism for and track contract ODCs including Travel and Materials purchases, including from Subcontractors.
  • Support the Portfolio Manager with special projects as assigned. These projects can include specific reporting for the government customer.
  • Monitor program plan and schedule to identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications.
  • Maintain database of contract deliverables.
  • Coordinates schedules to facilitate completion of proposals, contract deliverables, task order review, briefings/presentations, and IPR preparation.
  • Performs analysis, development, and review of program administrative operating procedures.
  • Responsible for developing, drafting, writing, and editing reports, briefs, speeches, proposals, and other documents in support of a client's requirements
  • Coordinates with accounts payable to resolve any credit holds or highly complex pricing problems in order to ensure prompt payment and avoid delays to end user; coordinates with receiving departments to resolve receipt problems promptly so as to not cause any delay to end users.
  • Perform additional duties and responsibilities as assigned.

Education and Experience:

  • Bachelor’s degree plus 10 to 12 years directly related experience working in support of a Program Manager on a government contract.  Master’s degree is preferred. PMP certification preferred.
  • Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
