Responsibilities/Qualification

Position Summary
Provide direct oversight Program Management of a large staff providing non-personal professional engineering, technical, logistical, configuration management, data management, project management, and quality assurance support services for the Platform and Launch Systems Division (GXP), the Polymer Engineering and Underwater Sensor Branch (GXPS), and the Logistics Branch (GXPQ), Naval Surface Warfare Center Crane Division (NSWC Crane).

The required support services are for research and development; system/software/safety engineering, analysis, design, and test and evaluation; support prototyping, preproduction and fabrication; reliability and maintainability; logistics and configuration management; quality assurance; in-service engineering and field service; material handling, and inventory management support services. These support services are required for the development, maintenance, and sustainment of systems, sub-systems, equipment, and components under the cognizCandidate must have demonstrated experience in Project and Program Management of Major NAVSEA ACAT Level programs.

Successful candidate must have a thorough understanding and be able to analyze, provide recommendations along with rationale.  Provide direct oversight management of a large staff providing administrative, configuration management, engineering, logistics and an array of technical support services.  Further, candidate must have extensive experience in updating development plans and schedules. These plans shall include the scope and purpose of the effort, an outline of recommended evaluations and analyses, testing requirements, a schedule for prototype development, production, testing and acquisition, and a Plan of Action and Milestones (POA&M).  Bachelor’s degree with eight to ten years of experience in managing large complex contracts. 

Education and Experience
Bachelor’s degree in engineering, science or related technical discipline plus 8 years of experience.  At least 2 years of technical project management experience.  Three years supervisory/management experience.

In some cases, educational requirements may be adjusted or waived for more than 12 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.

Knowledge, Skills, Abilities
Excellent communication, presentation and interpersonal skills.

Leadership and management skills as evidenced by previous work experience.

Strong customer service orientation.

Must be able to obtain and maintain a Secret security clearance after employment
