Alion is seeking a Program Analyst to assist with Information Technology Procurement Requests in Norfolk, VA.  Primary duties will be to head and oversee the development of Information Technology Procurement Request (ITPR) efforts using the Navy Information Technology Approval System (NAVITAS).

Under direct supervision, this position will analyze and evaluate programs or projects to provide program and project manager’s information to be used in planning, monitoring, and resource allocation to include financial and contractual data.  Helps to develop plans including budgets and schedules to meet contractual/project requirements.

Secondary duties will be to support the program management office in the execution of government contracts.

Duties and Responsibilities          


Develop and track all ITPRs from start to finish and maintain an ITPR tracker.

Liaise with government customer to determine ITPR requirements.

Attend teleconferences as necessary to review ITPR and NAVITIS discussions

General duties:

Reviews contractual requirements and participates in defining program requirements.

Assists in the preparation of budgets and schedules for contract work and performs or assists in financial analysis.

Performs schedule risks assessments to identify and mitigate program/project cost and scheduling risks.

Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.

Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.

Participates in planning meetings with business partners.

Develops documentation, reports, and project plans and prepares and may present briefings and staff seminars.

Performs additional duties and responsibilities as assigned.

Education and Experience

Experience in ITPR and NAVITIS highly desirable but not required

Bachelor’s degree in Business Administration, Finance, or a related discipline plus 1 to 2 years of directly related experience in technical program planning, administration, budgets, and development.  Highly prefer candidates with 2 to 4 years of directly related experience.

In some cases, educational requirements may be adjusted or waived for comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by 
market survey data.

Knowledge, Skills, Abilities

Must know MS Excel and have strong language skill

Excellent communication, organizational and interpersonal skills.

A security clearance of Secret will be required after employment, current clearance highly desirable.
