Program Analyst: Subcontract Management

The Program Analyst assists the Program Manager’s Office (PMO) in managing all aspects of Subcontractors engaged in supporting the end use customer. The Program Analyst will be the primary Point of Contact between the PMO, Subcontract Administrators, and the Subcontractors PM, Contract Administrators, and Billers. In this role, the Program Analyst will be responsible for the complete life cycle of a Subcontractors Task Order from solicitation, proposal, award, modifications, invoices, reporting, and close out.

Duties & Responsibilities:

-           Responsible for all Subcontract Invoices

-          Ensure invoices are in line with contract requirements, DOD policies, and meet financial expectations.

-          Coordinate with Accounts Payable to ensure invoices are promptly processed and paid

-          Communicate any issues with PMO and facilitate remedies with the vendor

-          Review all monthly financial reporting

-          Ensure vendors are providing reasonable and timely submission

-          Review for any errors or risks to program

-          Communicate all issues and/or updates with PMO and assist to resolve

-          Coordinate all Subcontract Awards and Modifications

-          Utilize Alions Requisition and Procurement System (RPS)

-          Coordinate with PMO to assemble  technical, financial, and supporting requirements

-          Expedite actions through collaboration with PMO, Subcontract Admins, and Subcontractor personnel

Education and Experience:

- Bachelor’s Degree plus 0-2 years of related experience.

In some cases, educational requirements may be adjusted or waived for comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills and Abilities:

Knowledge of government or other contracting environment relating to technical, scientific, and analytical services

Experience in Microsoft Office Suite, especially Excel and Word

Excellent communication, organizational, and interpersonal skills

Strong multitasker with ability to prioritize multiple time sensitive requirements


Must be a US citizen, currently hold and be able to maintain a Secret Security Clearance
