Job Description


The Operations Program Analyst Associate is a member of the Navy Continuous Training Environment (NCTE) Modeling & Simulation (M&S) Operations staff and provides direct support to the Operations Lead. The Operations Division provides planning and coordination support for the Navy’s Live, Virtual, and Constructive (LVC) training, Fleet Synthetic Training (FST), Operational Level of War (OLW) training and various other training events involving the NCTE.  Under direct supervision, will assist to analyze and evaluate programs or projects to provide  managers and team leads information to be used in planning, monitoring, and resource allocation to include financial and contractual data.  Helps to develop plans including budgets and schedules to meet contractual/project requirements.

Duties and Responsibilities:

The Operations Program Analyst Associate has the following duties and responsibilities:                         

•       Coordinates with Operations members to maintain the NCTE Operations event schedule.

•       Assists in the development and maintenance of divisional standard operational procedures (SOPs) and assists the division lead in validating compliance.

•       Assists and coordinates with assigned event leads to ensure all logistics and administrative support are provided.

•       Executes divisional reporting process and produces weekly presentations for operational level briefings to government leadership.

•       Maintains the Operations IM/KM plan for Operations event archives, training status of Operations Division members, Operations Event Calendar, building and account access, and travel processes and requests.

•       Ensures divisional compliance with external government training requirements and assists the division lead in managing and executing the technical training requirements within the division.

•       Drafts general correspondence and prepares miscellaneous presentations.

•       Maintains records, information, data and statistics on department activities and may monitor project schedules for management.

•       Validates time records for division employees.

•       Collects, records, and track metrics in order to accurately plan for future Operations events. 

•       Creates and submits Scientific and Technical Information (STI) through JIRA when appropriate.

•       Improves divisional processes by revising and/or updating divisional documentations as necessary.

•       Prepares reports from spreadsheets and databases.

•       Performs additional duties and responsibilities as assigned.

Education and Experience:

Bachelor’s Degree in a related discipline, or the equivalent combination of education, training, or work experience and 0-2 years related experience. Education and work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Knowledge, Skills, and Abilities:

•       Excellent communication and interpersonal skills 

•       Excellent Microsoft Office skillset; must be proficient in Word, Excel, PowerPoint, and Outlook            

•       Strong analytical abilities; detailed oriented

•       Experience working within a collaborative website and issue tracking environment such as Atlassian Confluence and JIRA.  Should be familiar with various concepts and how to perform basic to intermediate functions to support maintenance of division pages.                                                                 

•       Must Currently Hold and be able to maintain a US Secret clearance

•       Motivated self-starter

•       Experience interfacing with senior management

•       Ability to visualize overall view of systems and conceptualize and document creative solutions

•       Strong customer focus, including the ability to manage customer needs and multiple work priorities                                                               


Must be a US Citizen, SECRET Security Clearance Required
