Position Summary

The position serves to manage, direct, and evaluate Programming, Planning, and Budgeting of PMS 339 current and out year Strategic Requirements Planning via the Surface and Expeditionary Warfare Training Committee Processes. Work includes the requirement to ensure that strategic requirements are prioritized and aligned with OPNAV N96 and OPNAV N95 resource sponsor planning.

Duties and Responsibilities

Provide PMS 339 cross division support to ensure robust communication by providing; direct support to BFM PAPM for the Surface and Expeditionary Warfare Training Committee processes, spares oversight support, PMS 339 trainer inventory management, PMS 339 trainer responsibilities, future year trainer installation data, tasker tracking and other cross divisional PMS 339 responsibilities.

  • Follow processes of the 339F organization to ensure data transparency to the entire PMS 339 organization.
  • Maintain the PMS 339 Financial folder on the NMCI share drive.
  • Utilize existing PMS 339F processes and tools to translate PMS 339 project lead funding requests into a Navy ERP Purchase Requisitions.
  • Assists to analyze and evaluate programs or projects to provide program and project manager’s information to be used in planning, monitoring, and resource allocation to include financial and contractual data.  Develops plans including budgets and schedules to meet contractual/project requirements.
  • Reviews contractual requirements and participates in defining program requirements.
  • Prepares budgets and schedules for contract work and performs or assists in financial analysis.

Education and Experience

Bachelor’s degree in business management or a related discipline, and 2-4years of relevant work experience preferably in the government sector.

In some cases, educational requirements may be adjusted or waived for more than 6 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.

Ideal candidate will have supported program planning/finance efforts for Navy contracts.

Navy Experience a plus.

Knowledge, Skills, Abilities

  • Expertise in Microsoft applications, especially PowerPoint, Word and Excel.
  • Excellent communication, interpersonal and presentation skills.
  • Expertise in organizational skills.  Physical, mental and time management organizational skills. Mental organizational skills consist of the skills that help an individual make sound decisions, prioritize and concentrate on the task to deliver high-quality, desirable results. Good time management organizational skills involve keeping schedules, delegating duties and working within limited time frames to achieve a particular objective.
  • Prior experience or the ability to learn Navy Enterprise Resource Planning (ERP) and other IT systems a plus.

Must have a Secret clearance.
