Responsibilities/Qualification

Procurement and ITPR Support will support NSWC Corona Navy Continuous Training Environment (NCTE) onsite in Norfolk, Virginia.

This position is a multi-discipline position which will support the Program Management Office (PMO) of the Prime Contractor for the NCTE.  This position will support day to day management of equipment purchasing for the Prime contractor and will work with vendors, contractor and customer leads to ensure proper priority of equipment purchases in order to meet delivery requirements.  Additional duties will be to support the development of Information Technology Procurement Request (ITPR) efforts using the Navy Information Technology Approval System (NAVITAS), and other PMO related tasking such as costing out event manning plans.

Equipment Procurement duties:

•         Coordinate and communicate with vendors, procurement manager, lifecycle manager, engineering department and logistics to ensure purchase orders are issued according to priority and all equipment is delivered on time.

•         Create and submit for approval, Pre-Award PR and Award PR

•         Create and submit for approval vendor comparison spreadsheets

•         Work with vendors, procurement officer and logistics to resolve issues regarding equipment delays, incorrect parts numbers ordered, PO numbers not included on packing slips and any other issues.

•         Ensure all information pertaining to equipment purchase orders is included in JIRA.

•         Provide requestor with ETAs and tracking information when available

ITPR Plan duties:

•         Develop and track all ITPRs from start to finish and maintain an ITPR tracker.                                

•         Liaise with government customer to determine ITPR requirements.                                                 

•         Attend teleconferences as necessary to review ITPR and NAVITIS discussions

•         Coordinate with NSWC Budget office to ensure available funding is reflected in the Program/Budget Information System – Information Technology (PBIS- IT)

Manning Plan duties:

•         Calculate cost estimates for NCTE exercise manning plans to include core costs, overtime costs and travel costs 

•         Maintain an exercise manning plan spreadsheet that details execution dates, costs, and funding sponsors

•         Coordinate for task utilization approvals and statements of work for funding sponsors 

Ideal candidate will have:

•         Experience in ITPR and NAVITIS and/or procurement highly desirable but not required

•         Excellent MS Office skills, proficient in Excel                                                                                                  

•         Excellent communication and interpersonal skills.

•         Must be able to work with little supervision and can take charge of tasks.

•         Knowledge of government contracting environment, management/business plans and program reporting.                                                                                                                                                         

•         Effective organizational skills.  

Education and Experience:

 Bachelor’s degree in Business Administration, Finance, or a related discipline plus 2 to 4 years of directly related experience in technical program planning, administration, budgets, and development. In some cases, educational requirements may be adjusted or waived for comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data

Security:

•         Must Currently Hold and be able to maintain a US Secret clearance
